Role Summary
We are seeking an experienced and commercially minded Head of Risk and Compliance to lead and oversee Rokstone’s global compliance framework, with a primary emphasis on compliance leadership across the UK, US, Europe, and MENA. This is a senior leadership role requiring deep expertise in the UK regulatory environment, particularly within the FCA and Lloyd’s market. The role reports to a Board member and works closely with the Board and Executive Committee, acting as a trusted advisor to support informed decision-making, ensure compliance with regulatory requirements, and enable sustainable commercial growth. While the role has oversight of enterprise risk management, the primary focus will be on compliance, with risk resources reporting into the function.
Role Accountabilities
- Act as SMF16 (and SMF17 where applicable), with overall accountability for the firm’s compliance framework.
- Lead and continuously enhance a global, integrated Risk & Compliance function, ensuring consistent standards, clear ownership and effective local embedding.
- Ensure compliance with FCA, Lloyd’s and all applicable international regulatory requirements.
- Serve as the primary regulatory contact, managing relationships, engagement and regulatory interactions.
- Provide pragmatic, commercially focused compliance advice to support business growth, including new products, delegated authority arrangements and client structures.
- Own and oversee the enterprise risk management and conduct risk frameworks, including Consumer Duty and delivery of good customer outcomes.
- Oversee financial crime controls, including AML, sanctions, anti-bribery & corruption and fraud prevention.
- Maintain oversight of Appointed Representatives, delegated-authority partners, and onboarding processes.
- Define and maintain effective governance, including clear escalation pathways, accountability and control frameworks.
- Lead compliance monitoring, thematic reviews and assurance activity across all jurisdictions.
- Oversee regulatory reporting, breach management, internal investigations and regulatory notifications.
- Deliver clear, insightful risk and compliance MI to the Board, Executive Committee and governance forums.
- Monitor regulatory developments and advise senior leadership on emerging risks and regulatory change.
- Oversee external audit and assurance activity, ensuring timely remediation of findings.
- Maintain effective, up-to-date policies and procedures aligned to regulatory requirements.
- Support SMCR implementation and ongoing certification processes.
- Promote a strong compliance culture through leadership, training and engagement.
- Build and lead a high-performing, scalable global Risk & Compliance team.
- Enable confident, controlled business growth through clear and practical regulatory guidance.
Role Requirements
- Significant experience (10+ years) in senior compliance leadership roles within an FCA-regulated insurance broking or MGA environment.
- Strong knowledge of the UK regulatory framework, including FCA Handbook requirements and SM&CR, with a deep understanding of conduct risk and Consumer Duty.
- Proven experience operating within the Lloyd’s and London Market ecosystem.
- Experience holding, or being approved to hold, SMF16 (and ideally SMF17).
- Demonstrated experience leading regulatory engagement, including interactions with the
- FCA, Lloyd’s and other supervisory bodies.
- Experience overseeing financial crime frameworks and regulatory control environments.
- Experience working across multiple jurisdictions, with an appreciation of global regulatory complexity (US, Europe, MENA desirable).
- Proven ability to engage and influence senior stakeholders, including Executive Committee members and functional leadership.
- Strong commercial judgement, with the ability to balance regulatory requirements and business objectives.
- Experience leading and developing high-performing teams within a growing or entrepreneurial environment.
- Relevant professional qualifications (e.g. ICA Diploma, ACII or equivalent) are desirable.
