Job Summary
To assist the operational manager of the service providing short breaks and day time support to learning disabled adults who may present with additional complex and challenging behaviour and Autism. The post holder will manage and supervise staff at either the Short Breaks Service or the Complex Needs Day time Support Service and ensure agreed assessments and programs of care are implemented following a positive behaviour support model (PBS).
Duties:
· To ensure person centered assessment planning, implementation and evaluation of individual programs of support and intervention is in place.
· To ensure provision of programs of purposeful, constructive activity, taking into account the particular needs of the person receiving the service.
· To deputise for the registered manager and ensure CQC standards are maintained.
· To ensure the creation of environments that are congenial, harmonious, and supports the well-being, learning, and development of the people using the service.
· To ensure opportunities are provided for the service user to participate with the wider community.
· To ensure that individual records are maintained and meet MFT policies and procedures.
· To ensure that MFT Management of Medication Policy is adhered to by all staff. To act as a source of advice on clinical issues to staff and managers across the service.
· To oversee the organising of care reviews and person centered planning meetings.
· To support and enable the provision of health care including visits to and by health service workers as necessary. To oversee appropriate monitoring, recording and implementation of specific health care needs.
· To oversee the admission & discharges of people accessing the Short Breaks Service
· To ensure assessments carried out prior to short breaks stays and consideration of capability safety and risk are miminised.
· The post holder will work to a monthly rota pattern which will include 24/7 cover inclusive of the day service and respite bases.
· The Post holder will be responsible for devising staff Rota’s to ensure there are safe staffing levels to deliver an effective service.
· The Post holder will implement the Service Business Continuity plan as required.
· The post holder will be required to participate within the standby on call for the service.
Staff Management and Supervision
· To provide the Assistant Clinical Managers and junior staff with regular supervision and PDRs for all staff.
· To provide clinical supervision and PDRs, and where appropriate agreed Job Consultation for each Assistant Clinical Manager.
· To ensure that junior staff has access to managerial support at all times; this may be via the Clinical on Call for unsocial and weekend working. .
· To oversee the organising and attendance of regular staff meetings and ensure that effective communication is established and maintained.
· To oversee effective recruitment and selection processes. To recruit, maintain, develop and support an appropriately qualified and skilled workforce.
· To provide clear and effective management to the team by setting standards and providing a positive role model, ensuring that the service reflects the service ethos.
· Support staff to be effective in safeguarding customer’s best interests.
· To be accountable for all disciplinary and grievance procedures which may arise within the team, consulting with Human Resource as necessary.
· To comply with Human Resource sickness policies and absence monitoring.
· To delegate tasks appropriately, taking into account staff qualifications and/or skills.
· Ensure that all team members are 100% compliant with required mandatory training.
Training and Staff Development
· To assist in determining staff training needs and to encourage and participate in staff training and development through personal development planning.
· To arrange student placements, and oversee the appropriate induction, direction and supervision of any students working in the units.
· To lead and support the Assistant Clinical Nurse Managers and junior staff, where appropriate on team based training tailored to the needs of individual service users.
· To participate in the delivery of training to families/ carers where required
Managing and Developing Financial and Other Resources
· To ensure good administrative procedures.
· To be aware of and observe all relevant MFT policies and procedures and implement them.
· To ensure good management and monitoring of all financial procedures.
Responsibility for Information
- To be accountable for the provision of performance and audit data as necessary.
Responsibility for Research, Development and Audit
· To ensure CQC standards are maintained
· To be responsible for the initiation of additional audits as required by the service or its stakeholders.
· To be accountable and facilitate changes in the service as required or in line with the strategic direction.
· To provide appropriate data for research projects/audits/service development initiative requests as required.
Responsibility for Clinical Effectiveness
- To resolve formal and informal complaints about the service in line with Trust policy, developing action plans as needed.
- To support the Registered Manager to assist on risk management for the service.
- To support all staff within the department to assess risk within the workplace, system and environment and to enable them to report all accidents, incidents or near misses.
Responsibility for Records Management / Data Protection Act
- To be fully cognisant and comply with legislation regarding records management and the Data Protection Act, ensuring all data both physical and electronic is securely maintained.
- To be accountable and to ensure all staff are fully supported and informed, with relevant systems in place to achieve this.
- To share sensitive data with others, where appropriate, observing data protection guidelines and the Freedom of information Act.
Responsibility for Health and Safety
- The post holder must not wilfully put him / herself or others at risk while at work. Safe working practices and safety precautions must be adhered to, protective clothing and equipment must be used where provided.
- To ensure compliance with appropriate legislation and Trust policy within the department for health and safety to include display screen guidelines.
- To ensure and enable staff attendance at mandatory training sessions, as well as essential and desirable training specified by the department.
- All accidents must be reported to a member of management who has to participate in accident prevention by reporting all potential hazards.
- The post holder must be able to fully participate implementing Break Away and two person removals to assist in the rapid de-escalation of behaviours that challenge.
- To be responsible for the maintenance and security of equipment and other assets of the Trust used in the service and other associate community services- MCC.
Responsibility for Education and Training
- Accountable for ensuring all service staff have their training needs identified annually, collating training needs, agreeing staff attendance at training events, allocating and recording study leave.
- Provide presentations / training etc. as requested.
Emotional / Mental Effort
- Frequent periods of high / intense concentration required when compiling service specific reports and analysing information.
- Unpredictable work patterns.
- Ability to show empathy, sensitivity and fairness when dealing with staff issues both personal, service specific, counselling, grievances, disputes, changes to work patterns/timetables etc.
Service specific responsibilities
· To ensure carers and parents of people accessing the Short Breaks & Complex Needs Day Service are respected as valued partners
· Ensure health needs of people accessing complex needs are “championed” by support visits/assessments with GP and acute settings.
· Robust management of the quality of care delivery of staff teams.
Infection Control
· It is a requirement for all staff to comply with all infection control policies and procedures as set out in the Trust’s Infection Control manual. The post holder is also responsible for ensuring all staff attend mandatory training, including infection control and to provide support to the Director of Infection Control.
Patient Safety
· The post holder as a senior member of the Trust is accountable for patient safety ensuring compliance with the Health Act, Annual Health Check and related health policies.
· Developing and implementing PBS plans
· Ensuring the least restrictive practice is in place.

· The Trust operates a system of Team Briefing, which is based on the principles that people will be more committed to their work if they fully understand the reason behind what is happening in their organisation and how it is performing. It is expected that all employees will attend the monthly briefing sessions.
No Smoking Policy
· The Trust has adopted a no smoking policy, which applies to all staff, patients and visitors and extends to the hospital grounds as well as internal areas. Staff appointed will agree not to smoke on hospital premises.
