Job Summary
This is a senior leadership role responsible for leading and developing a modern, professional and compliant People function across OHP.
Working closely with the Executive Team you will help shape and deliver the organisation’s workforce strategy, ensuring our people agenda supports high quality patient care, organisational growth and workforce sustainability.
This role offers the opportunity to influence and improve the entire employee lifecycle — from attraction, recruitment and onboarding through to employee engagement, development, retention and exit processes. You will play a key role in designing and embedding consistent people processes, governance frameworks and workforce systems that support both operational efficiency and an excellent employee experience across the organisation.
You will also provide professional HR advice and guidance to GP Practices and PCNs on a broad range of workforce matters, supporting managers to navigate complex employment issues confidently and consistently whilst ensuring compliance with employment legislation, NHS workforce requirements and best practice.

Responsibilities
- Support and lead the development and implementation of OHP’s workforce and people strategy
- Provide expert HR and employment law advice to senior leaders, Practices, PCNs and the Executive Team
- Develop and continuously improve people processes across the full employee lifecycle
- Build scalable and compliant HR systems, governance frameworks and operational procedures
- Support Practices and PCNs with practical workforce advice and people management support
- Lead workforce planning, organisational development and culture initiatives
- Oversee complex employee relations matters including disciplinary, grievance, absence management, organisational change, redundancy and TUPE
- Ensure compliance with employment legislation, NHS workforce governance standards, CQC requirements and immigration obligations
- Develop workforce analytics, dashboards and HR systems to support strategic decision making
- Lead recruitment governance, onboarding and workforce compliance processes
- Promote staff wellbeing, leadership development and employee engagement initiatives
- Act as the organisation’s Skilled Worker Visa Authorising Officer
- Serve as Freedom to Speak Up Guardian
- Line manage and support the HR Administrator.
Requirements
We are looking for a commercially aware and collaborative HR leader with strong strategic capability and operational expertise.
You will have:
- CIPD Level 7 qualification (or equivalent)
- Significant senior HR leadership experience within a complex organisation
- Strong knowledge of UK employment law and HR best practice
- Experience within NHS, primary care or regulated healthcare environments
- Extensive employee relations expertise
- Experience advising executive teams, Practices and operational leaders
- Experience developing workforce strategies, systems and organisational change programmes
- Experience building and improving HR processes and governance frameworks
- Excellent stakeholder management and communication skills
- Strong analytical and reporting capability
Pay: £55,000.00-£60,000.00 per year
