Position: Planning Enforcement Team Leader
Location: Cunard Building, Water Street, Pier Head, Liverpool, L2 2BS
Start Date: ASAP
Contract Duration: 4+ Months - 3 days in Office 2 remote
Working Hours: 35 hours per week
Pay Rate: PAYE: £41.90 per hour
Job Responsibilities
- Lead, manage and support the Planning Enforcement Team, providing clear direction and effective supervision
- Oversee the investigation of planning enforcement complaints and alleged breaches of planning control
- Provide expert advice on enforcement decisions, including breaches, planning harm, remedial action and legal compliance
- Develop, maintain and implement the Local Enforcement Plan in line with council priorities and service standards
- Monitor team performance, manage workloads and ensure enforcement cases are progressed within agreed timescales
- Review legislation, guidance and consultation papers relating to planning enforcement and contribute to policy development
- Manage site monitoring programmes to ensure development complies with planning permissions and conditions
- Gather evidence, prepare reports and represent the Council in legal proceedings where required
- Advise residents, applicants, councillors and stakeholders on planning enforcement matters
- Work collaboratively with other council services and regulatory bodies, including Licensing, Housing and Building Control
- Prepare committee reports and attend council meetings when required
- Provide training, coaching and mentoring to staff to support professional development
- Promote a positive working environment and encourage effective teamwork
- Manage resources effectively, ensuring work is delivered within service objectives and budgets
- Support council-wide initiatives and contribute to the delivery of corporate priorities
- Promote excellent customer service, equality, health and safety, and continuous improvement
Person Specification
Must-Have Requirements
Qualifications and Training
- Degree, diploma or equivalent experience in Town Planning
- Qualification recognised by the Royal Town Planning Institute (RTPI)
Experience
- Significant experience in planning enforcement and development management
- Experience managing and leading a professional team
- Experience presenting evidence at appeals or in court
- Experience training, guiding and developing staff
- Experience dealing with major development proposals, appeals and enforcement cases
- Experience working with elected members and councillors
Skills and Abilities
- Strong leadership and people management skills
- Ability to identify issues, set objectives, take action and monitor outcomes
- Strong negotiation and problem-solving skills
