Job Purpose
As a Registered Building Inspector (RBI), to carry out restricted functions and activities in accordance with the postholder's registration class and level of competence. To provide management and control in the administration and enforcement of the Building Safety Act, Building Act, Building Regulations, London Building Acts and associated legislation, ensuring the protection of public health and safety within the built environment across the Borough. The postholder will undertake technical assessments, inspections and regulatory decision-making activities to deliver an effective Building Control service, ensuring compliance with statutory requirements and relevant regulatory standards.
- Undertake Building Control functions in accordance with Registered Building Inspector registration requirements and within the limits of professional competence.
- Examine and assess plans, specifications and associated documentation to determine compliance with Building Regulations and related legislation.
- Carry out site inspections across a range of construction projects to ensure compliance with statutory requirements and approved plans.
- Make technical assessments and decisions to support the delivery of Building Control services throughout the Council’s jurisdiction and any partnering arrangements.
- Administer and enforce the Building Safety Act, Building Act, Building Regulations, London Building Acts and allied legislation.
- Manage a varied portfolio of projects, ensuring timely and effective delivery of Building Control responsibilities.
- Investigate non-compliant building work and initiate, manage and progress appropriate enforcement action where necessary.
- Assess dangerous structures and implement or coordinate immediate remedial actions to safeguard public safety.
- Provide professional advice and guidance to developers, contractors, architects, residents and other stakeholders on Building Control matters.
- Ensure buildings meet required standards relating to health, safety, sustainability, energy conservation, accessibility and design.
- Maintain accurate records, reports and documentation relating to inspections, assessments, enforcement actions and regulatory decisions.
- Provide supervision, support and guidance to Registered Building Inspectors operating at lower registration classes, including Class 1 inspectors.
- Where appropriate and within the limits of competence, undertake supervisory and management responsibilities for the work of others in accordance with the Council's management framework.
- Registered Building Inspector status with the appropriate registration class relevant to the duties of the role.
- Significant experience within a Building Control environment, including plan assessment, site inspections and enforcement activities.
- Comprehensive knowledge of the Building Safety Act, Building Act, Building Regulations, London Building Acts and associated legislation.
- Experience managing a diverse range of construction and development projects.
- Ability to make sound technical decisions and exercise professional judgement on complex Building Control matters.
- Experience assessing dangerous structures and responding to public safety risks.
- Strong understanding of construction methods, building standards and regulatory compliance requirements.
- Ability to manage enforcement cases and communicate regulatory requirements effectively.
- Experience supervising, mentoring or supporting junior inspectors or technical staff.
- Excellent communication, report writing and stakeholder management skills.
- Ability to work independently, manage competing priorities and maintain high professional standards.
