Position: Specialist (Interim)

Job Responsibilities:
- Review the Bus Directorate's current organisation structure, operating model, governance, policies, processes, and ways of working
- Assess current roles, responsibilities, reporting lines, staffing levels, skills, resources, decision-making, and accountability
- Identify gaps, risks, duplication, inefficiencies, and areas for improvement
- Review how the Bus Directorate works with other Combined Authority teams, partners, suppliers, and stakeholders
- Benchmark the Directorate against best practice in Combined Authorities, Strategic Transport Authorities, Passenger Transport Executives, and similar public transport organisations
- Produce an organisational review with clear findings, gap analysis, and recommendations
- Design a future Target Operating Model for the Bus Directorate
- Define future roles, responsibilities, governance, decision-making, resources, performance management, and stakeholder arrangements
- Ensure the future model supports current bus services, bus reform, network development, future responsibilities, and the Mayor's transport ambitions
- Design the future organisational structure, including leadership, teams, roles, responsibilities, and reporting lines
- Assess future staffing, skills, and resource requirements
- Develop high-level role profiles, resource plans, and transition recommendations
- Review and improve key policies, procedures, governance arrangements, and business processes
- Review areas including service planning, network management, contracts, suppliers, funding, governance, performance, risk, and decision-making
- Identify ways to simplify processes, remove duplication, improve compliance, and increase efficiency
- Map current "as-is" processes and design improved "to-be" processes
- Identify process problems and opportunities for automation, simplification, and improvement
- Develop process improvement plans and standard operating procedures
- Lead staff engagement and formal consultation during the organisational change
- Prepare consultation documents, presentations, workshops, and stakeholder communications
- Work closely with HR, Trade Unions, senior leaders, staff, and other stakeholders
- Analyse consultation feedback and use it to shape the final recommendations
- Support the implementation of the new operating model and organisational structure
- Develop implementation and transition plans, including risks, actions, milestones, and change management
- Provide advice and support to senior leaders throughout the transition
- Monitor implementation progress and report on key activities and outcomes
- Develop and maintain risk and benefits tracking
- Support a culture of continuous improvement, accountability, efficiency, and customer focus
- Work closely with elected members, senior executives, Directors, managers, staff, Trade Unions, partners, and other stakeholders
- Provide clear and practical recommendations to senior management
- Ensure the future operating model supports the Authority's statutory transport responsibilities and effective use of devolved powers and funding
Person Specification:
Essential Experience:
- Significant experience working in a Combined Authority, Strategic Transport Authority, Passenger Transport Executive, Local Transport Authority, or similar public transport organisation
- Strong knowledge of bus operations and bus service delivery
- Good understanding of statutory transport responsibilities and public transport governance
- Proven experience delivering organisational design and operating model transformation
- Experience designing new operating models and organisational structures
- Experience leading organisational change and staff consultation
- Experience working with HR and Trade Unions during organisational change
- Experience reviewing and improving policies, processes, and governance arrangements
- Experience with process mapping and business process improvement
- Experience delivering organisational restructuring and transition programmes
- Experience working with elected members, senior executives, Directors, senior managers, staff, Trade Unions, and external stakeholders
- Experience producing organisational reviews, operating models, governance frameworks, reports, and implementation plans
- Experience using public sector or transport-sector best practice to improve organisational performance
Specialist Knowledge:
- Good understanding of the role of a Strategic Transport Authority
- Strong knowledge of bus reform and network development
- Understanding of transport governance, delegated decision-making, and statutory responsibilities
- Knowledge of contract and supplier management within public transport
- Understanding of grants, funding, performance management, risk, compliance, and stakeholder management
- Understanding of how strategic transport planning, bus services, network management, and customer outcomes work together
- Good understanding of workforce planning, organisational capability, resources, and team structures
- Knowledge of organisational transformation, operating models, process improvement, and change management
