An exciting opportunity has become available to work within Strategic Transport and Parking in the Parking Services department. The position is for 1 FTE (37 hours) per week – Monday to Friday.
You will implement the Council’s Penalty Charge Notice processing policy to ensure maximum compliance with parking regulations by processing appeals from the recipients of Penalty Charge Notices issued under Traffic Management Act 2004 by following the statutory appeals process for parking contraventions. This will include all Parking Services business improvements such as Fixed Penalty Notices as a result of the introduction of moving traffic offences, anti-engine idling and littering from vehicles. When assessing Penalty Charge Notices during the appeals process, documentation of errors will be used to identify any Civil Enforcement (CEO) training requirements.
You will prepare the Council’s evidence for Adjudication cases at Traffic Penalty Tribunal hearings and act as an expert witness on behalf of the Council as a routine part of the job. Monitor and provide management statistics on the pay and display income and Penalty Charge Notice contraventions. Process all types of parking permit applications including dispensations (suspension of parking restrictions), residents & contract permits including assessing eligibility for schemes using Councils policy, procedure and technology systems. When processing permits, the job holder is expected to undertake physical visual checks on site with regards to eligibility and abuse of schemes. These visits will be in a live traffic environment, in all weathers and across a number of terrains.
You will provide daily specialist advice/instruction to Customer Centre staff on Penalty Charge Notice and permit cases/payments and interpretation of legislation and parking guidance. Inputting absence and leave information and raising purchase orders/invoices/refunds via Council’s financial system, ERP Unit4. Safe storage, counting and receipting of ticket machine cash, cheque and cash payments relating to Penalty Charge Notices and contract/resident permits. Reconciliation of cash collections and preparation of daily accounting and disclosure information for Finance.
