On behalf of the Intellectual Property Office, we are looking for an Agile Digital Delivery Manager (Inside IR35) for a 12 month contract based in Newport (Hybrid) 1-2 days per month or as required for business purposes

We have a small office in the heart of London, but our main office is on the outskirts of Newport, South Wales.

As an Agile Digital Delivery Manager, you will be responsible for ensuring the successful delivery of both new and existing digital products and services. Working closely with Product Managers, Technical Architects, Engineers, Business Analysts, User Researchers, Service Owners, and wider programme teams, you will enable effective planning, delivery, reporting, and operational management across your squad.
You will champion Agile delivery practices while balancing pragmatism and pace, helping teams convert complex backlogs into production-ready solutions efficiently and collaboratively.
In addition, you will play an active role within the wider Delivery Manager Community of Practice, contributing to the ongoing development of delivery standards and supporting the growth of agile capabilities across the Digital, Data and Technology (DDaT) directorate.
As an Agile Digital Delivery Manager, your main responsibilities will be:
- Facilitate Agile ceremonies including daily stand-ups, sprint planning, retrospectives, and reviews.
- Support team planning, estimation, prioritisation, and delivery activities in alignment with business objectives.
- Collaborate closely with Product Managers and technical stakeholders to understand priorities, dependencies, and outcomes.
- Oversee the flow of work from backlog through to delivery using Agile metrics and delivery insights.
- Track, monitor, and report team progress, milestones, forecasts, and delivery performance.
- Represent the squad in programme-level forums, communicating updates, risks, and dependencies.
- Identify, manage, and mitigate risks and issues to maintain delivery momentum.
- Act as an escalation point during live service incidents, coordinating communications and resolution activities.
- Remove delivery blockers and create an environment where teams can perform effectively.
- Drive continuous improvement and embed Agile best practices across teams.
- Manage cross-team dependencies to ensure successful programme delivery and integration.
Essential:
- Proven experience managing Agile delivery teams and delivering successful digital outcomes.
- Deep understanding of Agile frameworks, including Scrum and Kanban, with knowledge of DevOps practices.
- Experience delivering solutions as part of a larger, complex programme.
- Strong stakeholder management skills with the ability to communicate effectively with both technical and non-technical audiences.
- Expertise in facilitating Agile ceremonies and fostering collaboration across multidisciplinary teams.
- Experience managing priorities, dependencies, risks, and delivery roadmaps.
- Strong reporting and management information (MI) capabilities, providing accurate delivery insights and forecasts.
- Experience using Agile delivery tools such as Azure DevOps, Actionable Agile, or similar platforms.
- Experience leading technical delivery teams utilising automated development pipelines, automated testing, and operational processes.
- Strong influencing skills across Digital, Data and Technology teams and wider business functions.
- Knowledge of Kanban flow metrics and data-driven decision making.
- Passion for continuous improvement and Agile excellence.
- Relevant Scrum Master, Agile Project Management, or equivalent professional qualification
Desirable:
- Experience promoting Agile ways of working across both technical and non-technical teams.
- Product Owner or Product Manager experience.
- Understanding of government digital delivery standards and DSIT/CDDO technology pipelines.
- Experience working within public sector digital transformation programmes.
