The Role
The Commercial Cost Assurance Lead will be the strategic lead for auditing of all Transport for Wales' (TfW) Commercial Infrastructure contracts. The role is crucial to ensuring the consistent, accurate administration of all TfW Commercial Infrastructure Contracts across the portfolio of works in accordance with the terms and conditions of the relevant contracts and TfW's Commercial procedures and policies.
Role responsibilities
- Lead the negotiation of complex cost assurance matters in relation to commercial contracts by attaining and reviewing data from the supply chain and TfW's demonstrating contractual entitlement, to ensure TfW remains compliant from a Welsh Audit Office perspective and ensures TfW attains value for money is concluding payment entitlement with its supply chain, this focuses on both payment and variation / change entitlement in the main.
- Lead the negotiation of complex cost assurance matters associated with people cost audits to ensure payments are made in line with TfW's contracts. This will be done by attaining and reviewing data from the supply chain (noting GDPR compliance requirements) and TfW's demonstrating contractual entitlement to ensure TfW remains compliant from a Welsh Audit Office perspective and ensures TfW attains value for money is concluding payment entitlement with its supply chain.
- Comply with and suggest positive changes to the TfW Commercial policies and procedures and lead the enhancement and creation of Infrastructure Projects specific governance requirements. The role will do this by reviewing and challenging existing policies and procedures to ensure they are fit for purpose and are acting in the best interest of delivering TfW's Infrastructure Projects.
- Drive innovation in the Commercial Contracts directorate by looking to develop / establish the utilisation of software such as Built Information Modelling (BIM) and Artificial Intelligence (AI), linking both back to commercial cost data. The role will do this by engaging with the wider market and similar organisations to ensure to understand wider industry strategies to allow TfW automates its processes to be commercially as efficient as possible in assuring cost data.
- Record and relay key messages and relevant information regarding the cost assurance performance of TfW's commercial contracts by working with the Infrastructure and Commercial Senior Leadership Teams to ensure the Cost assurance goals of TfW's Infrastructure Projects are understood and achieved, driving value for money for TfW and the Welsh tax payer.
- Support resolution of commercial disputes of TfW's Commercial contracts avoiding where possible formal dispute procedures. The role will do this by meeting with the supply chain and TfW's project team astutely understanding and relaying the terms of the contract to allow key decisions to be made that benefit TfW. This will ensure TfW remains compliant with all relevant legislation and all decisions are made with the Welsh taxpayer at the forefront of TfW's mind.
Who we're looking for
- Degree qualified in Quantity Surveying and Commercial Management (or equivalent)
- Chartered or working towards chartership in relevant field i.e., Royal Institute of Chartered Surveyors (RICS)
- Demonstrable experience of resolution of construction contract disputes and robust post contract management.
- A proven previous experience of successfully administering and managing NEC contracts, in particular Payment Options C and E.
- Demonstrable experience in commercial assurance reviews to validate costs, ensuring compliance with NEC processes.
- Experienced in leading post contract negotiations.
- Experience of leading, mentoring and developing team members.
- Relevant railway infrastructure projects and construction experience.
- Current knowledge of relevant legislation and its impact upon the contract and commercial function.
- Demonstrable experience of engaging with and developing effective working relationships with a range of internal and external customers/stakeholders.
- Experience of operating across multiple business levels.
