Working within the Housing Needs & Support Service, the Asylum & Migration Team Leader will provide both operational leadership and strategic oversight of the Council’s response to asylum, refugee resettlement, and wider migration pressures, ensuring alignment with corporate priorities, statutory duties, and regional/national policy developments.
The postholder will be responsible for shaping and influencing local policy, partnership strategy, and system responses to migration-related demand, including advising senior leadership on emerging risks, funding opportunities, and legislative changes.
The role will lead the development of sustainable integration approaches, and prevention-based models, ensuring effective use of resources and reducing reliance on temporary and reactive provision.
Working across the Council and with external partners, the postholder will drive a whole-system approach to asylum and migration, ensuring coordinated delivery across housing, health, social care, community safety, and the voluntary sector.
The role will also take a lead in securing and managing external funding streams, influencing regional planning arrangements, and ensuring Blackburn with Darwen is positioned as a proactive and high-performing authority in relation to migration and resettlement programmes.
