The Opportunity
Salary: £59,991 to £63,411 per annum
Working Pattern: Full time 37 hour per week
Location County Hall, Chichester and flexible working

We are now seeking an experienced and motivated Finance Manager to lead our Banking, Cash Management and Financial Compliance functions helping to ensure strong governance while supporting the Council’s strategic ambitions.
As Finance Manager, you will appreciate the importance of financial governance and internal controls and have strong technical skills to be able to research and implement complex regulations.
Additionally, you will serve as the lead officer for all VAT-related matters across the council, including liaising with senior managers both within the council and within HMRC.
The key responsibilities of the role include:
- Supporting with the financial governance of the Council by reviewing and updating Finance Regulations, Procedures, and other corporate policies.
- Managing various finance contracts.
- Ensuring VAT compliance by managing all aspects, liaising with the external Tax Advisor, and advising senior officers on complex VAT issues.
- Overseeing the Banking and Cash Management team, maintaining banking relationships, and working with senior officers to develop innovative, compliant solutions for income optimisation.
What are we looking for?
- Experience of delivering customer focused service, managing a large team or large-scale activity to meet defined performance indicators and business strategies.
- Strong analytical skills with the ability to make pragmatic, impactful decisions that benefit the service.
- Experience of delivering or co-ordinating a quality service
to others.
- Contribute to implementing policies and procedures, interpreting practices to meet short- and medium-term operational needs.
- Strong communication skills with the ability to influence and persuade others to negotiate effective business solutions.
- Able to challenge existing practices and identify
innovative solutions.
