About the Role
We are looking for an experienced Site Manager to lead the delivery of district heating and utility infrastructure projects in Enfield.
This is a civil engineering and utilities-focused role, rather than a traditional building construction position.
The work involves the installation of underground pipework within highways and public-realm environments, requiring careful coordination of construction activities, traffic management, pedestrian access and existing services.
You will manage Supervisors, Engineers, operatives, subcontractors and specialist contractors, while working closely with the Project Manager, Client and wider project team.
The successful candidate will have a strong civil engineering, utilities, highways or infrastructure background, with experience delivering works in live public environments.
Key Responsibilities

Manage civil engineering and utilities works from construction through to completion and handover.

Oversee installation of underground pipework and associated infrastructure within highways and public areas.

Lead Site Supervisors, Engineers, operatives, subcontractors and specialist contractors.

Plan and sequence works in line with the construction programme.

Monitor progress and forward plan upcoming works.

Coordinate works with traffic management requirements and maintain safe pedestrian access.

Manage interfaces with residents, businesses, pedestrians and other road users.
-
Coordinate works around existing underground utilities and services.
-
Review drawings, specifications and work packages to ensure requirements are understood.
-
Coordinate labour, subcontractors, plant, materials and specialist resources.
-
Chair site meetings and maintain accurate records.
-
Liaise with clients, consultants, highways stakeholders and other project partners.
-
Manage specialist subcontractors, including NDT providers where required.
-
Ensure RAMS are suitable for the works and communicated to the workforce.

Maintain site diaries and project records.
-
Monitor production, programme performance and quality.
-
Identify risks, constraints and opportunities and report them to the Project Manager.

Work with the Project QS on additional works, estimates and contractual requirements.

Ensure testing, inspection and handover documentation is completed.

Ensure accident, incident and near-miss procedures are followed.

Produce and maintain Inspection and Test Plans (ITPs).

Maintain project quality records.

Ensure as-built information and O&M manuals are completed for handover.
Essential Skills, Experience & Qualifications

Proven experience as a Site Manager within civil engineering, utilities, infrastructure or highways.

Experience delivering underground pipework, drainage, utilities or similar infrastructure.

Experience working within highways or live public-realm environments.

Understanding of traffic management and pedestrian interface management.

Experience managing Site Supervisors, Engineers, operatives and subcontractors.

Strong understanding of civil engineering construction methods and sequencing.

Experience working around existing underground services.
-
Strong health and safety knowledge and understanding of CDM Regulations.

Experience managing RAMS, permits and construction documentation.

Ability to interpret civil engineering drawings, specifications and work packages.

Experience monitoring programmes and coordinating multiple work fronts.

Strong quality assurance and inspection experience.

Important to Know
This is a site-based position in Enfield, working on civil engineering and utility infrastructure projects.
The successful candidate must be comfortable working within live highways and public environments, coordinating construction alongside traffic management, pedestrian access, residents, businesses and other road users.
This is not a traditional building Site Manager position. Candidates whose experience is primarily residential construction, commercial building or internal fit-out without relevant civil engineering, utilities, highways or infrastructure experience are unlikely to be suitable.
Candidates with experience in underground utilities, pipework, district heating, highways or similar civil engineering infrastructure are particularly encouraged to apply.
