Medical Workforce Lead – Band 8A
Location: Blue Star House, Stockwell Road (with cross-site working)
Hours: 37.5 hours per week
Contract: Fixed Term – 12 Months
We are seeking an experienced and dynamic Medical Workforce Lead (Band 8A) to join our People & Organisational Development Directorate on a 12-month fixed-term basis.
This key leadership role is responsible for delivering a high-quality, efficient, and compliant medical workforce service, covering recruitment, rota management, payroll oversight, and expert HR advice in line with Medical and Dental Terms and Conditions.
The postholder will lead on workforce planning, resident doctor rotations, employee relations, and service improvement initiatives, while ensuring compliance with EWTD and national standards. Working closely with clinicians and senior leaders, you will play a critical role in supporting safe staffing, improving workforce efficiency, and enhancing the overall experience for medical staff.
Key Responsibilities
Lead and manage the medical workforce function, ensuring efficient and compliant service delivery
Oversee medical recruitment and resourcing, improving time-to-hire and candidate experience
Ensure rota compliance with EWTD, New Deal, and national standards
Provide expert advice on medical HR matters, including complex employee relations (MHPS)
Manage and monitor locum usage and costs, driving workforce efficiency
Lead resident doctor rotations and ensure compliance with national frameworks
Oversee payroll processes and ESR data accuracy
Develop and implement policies, strategies and workforce initiatives
Build strong relationships with clinicians, senior leaders, and external stakeholders
Line manage and develop the Medical Workforce team

As Medical Workforce Lead, you will play a pivotal role in shaping and delivering a high-quality medical workforce service across the Trust. You will lead a dedicated team responsible for ensuring that medical staffing processes run smoothly, efficiently, and in full compliance with national standards.
In this varied role, you will oversee the full lifecycle of medical workforce management — from recruitment and onboarding through to rota design, workforce planning, and payroll oversight. You will ensure that all medical rotas are safe, compliant with EWTD and New Deal requirements, and aligned to service needs.
You will act as a trusted expert, providing specialist advice to clinicians and senior managers on Medical and Dental Terms and Conditions, as well as supporting complex employee relations matters in line with MHPS. Alongside this, you will monitor and manage locum usage, helping to drive efficiency and reduce reliance on temporary staffing.
A key part of the role involves leading resident doctor rotations and ensuring alignment with national frameworks, while also maintaining strong relationships with external bodies such as NHS England and the Deanery.
As a leader, you will inspire and develop your team, promoting a culture of continuous improvement, innovation, and excellent customer service. You will also contribute to strategic workforce planning, lead key projects, and support the Trust in delivering safe, effective, and sustainable services.
