QSHE Compliance Manager
James Frew Ltd is now one of the largest privately owned building services companies in Scotland, providing property solutions, including plumbing, heating, mechanical services, gas maintenance, and building upgrades for the public and private sectors. Based in Stevenston Ayrshire, Glasgow and Airdrie, we directly employ over 360 people including 45 apprentices.
We are currently seeking to recruit an experienced QSHE (Quality, Safety, Health and Environment) Manager to join our forward-thinking team to help deliver our strategic priorities. This position is an excellent opportunity to work within a fast-paced organisation committed to operational excellence. As QSHE Compliance Manager, you will drive all aspects of Quality, Safety, Health and Environment across all business operations.
The successful candidate will:
- Hold a NEBOSH Diploma in Occupational Safety and Health or equivalent and able to demonstrate evidence of significant Career long Professional Learning (CLPL).
- Have at least a minimum of 5 years post qualification QSHE experience working in a service or construction environment.
- Have a proven track record in leading change within a complex organisation.
- Be an excellent negotiator with effective communication skills and able to generate reports to an exceptionally high standard.
- Be determined to succeed with a positive “Can-do” attitude and able to engage with staff and stakeholders at all levels.
The QSHE Compliance Manager will be responsible for:
Leadership
- To lead and coordinate all aspects of QSHE activities and contribute to operational planning processes.
- To act in the best interests of the organisation at all times, lead by example and role model behaviours authentically to support the strategic vision.
- To assist in the recruitment of staff in line with relevant company procedures.
- To empower and encourage employees to contribute towards delivering the strategic vision.
- To facilitate regular performance reviews and demonstrate a commitment to developing and supporting staff in their professional learning and personal growth.
Management
- To lead on monitoring, evaluating and reviewing the effectiveness of QSHE policies and procedures to ensure compliance with current and emerging legislative requirements.
- To provide appropriate guidance and support to Directors and managers on the implications of current and emerging QSHE legislation and make suitable recommendations and generate actions plans to ensure business operations comply fully with all legal requirements.
- To provide specialist health and safety advice to managers, supervisors and support staff in line with relevant legislation.
- Develop, implement and evaluate robust risk assessment and accident management systems including analysis of accidents.
- To engage with, and manage all external subcontractors to ensure they take full account of internal QSHE policies and procedures.
- To lead on external audits and reviews and manage all organisational accreditations, for example; OHSAS 18001, ISO 45001, ISO 14001 and ISO 9001.
- To maintain effective relationships with third party certification bodies in line with all Service Level Agreements (SLA).
- To arrange, conduct and manage detailed independent workplace audits and inspections to assure quality and fulfil all requirements of health and safety reporting.
- To maintain the audit register and audit tracker and ensure all identified actions are addressed and completed in a timely manner.
- To conduct investigations of accidents and RIDDOR incidents and identify root cause and contributory factors, taking corrective action where appropriate.
- To maintain positive working relationships with relevant statutory and regulatory bodies and prepare and issue reports where appropriate.
- To carry out risk assessments, develop work instructions and safe systems of work and ensure these are implemented fully across all business operations.
- To prepare and issue reports and manage all resources effectively and efficiency and contribute towards the overall competitiveness of the organisation.
- To plan, deliver and evaluate QSHE training in line with the requirements of operational plans and individual training plans
- To assist managers in implementing QSHE systems and procedures to meet specific requirements, for example, accident reporting, in a consistent and effective manner.
- To coordinate all QSHE committees, for example, SHE (Safety Health and Environment) and HWL (Healthy Working Lives) to ensure the work of these committees impacts sufficiently on all business operations.
- To assist contract winning business operations in the preparation of tenders and pre-qualifications submissions.
- To assist operational teams with project set up including the development of project safety files, site inductions and general health and safety arrangements.
- To drive operational excellence in all aspects of business performance and work with teams to develop business improvement plans which support the strategic vision.
- To produce regular managements reports and signpost any potential early warning issues that may result in failures, non-compliance, financial loss or reputational impact.
- To develop, maintain and test the business continuity plan and introduce suitable controls to mitigate any issues that may impact negatively on business operations.
- To ensure the continuous review and improvement of the organisation’s preparedness as a result of real incidents, debriefs and exercises.
- To embrace technology, respectfully challenge current practice and introduce smarter ways of working to boost productivity.

- To comply fully with all health, safety and environmental requirements in accordance with ISO 45001.

Pay: £56,000.00-£60,000.00 per year
