JBA is seeking a construction focused Environmental Advisor(s) and Environmental Clerk of Works to support the delivery of design and build, flood risk management and energy sector construction projects across the UK.
The roles will variously coordinate, monitor and report on environmental compliance, providing practical, proportionate and timely advice to help project teams minimise adverse impacts and meet relevant planning consents, environmental permits, legislation and mitigation commitments. The successful candidates will help provide independent, evidence-based compliance monitoring and constructive advice in both an advisory and auditing capacity.
The EnvCoW role aligns with the AEnvCoW definition of an Environmental Clerk of Works as an independent environmental or construction professional with direct responsibility for monitoring and reporting on compliance with planning consents, environmental permits, legislation and mitigation.

Main responsibilities of this role include:
· Coordinate, monitor and report on environmental compliance across construction and design and build projects.
· Review site management plans, method statements, environmental documentation and mitigation commitments for compliance with project requirements, permits, consents, legislation and good practice.
· Provide practical, proportionate environmental advice to project managers, site teams, designers, engineers, contractors and clients.
· Support project teams from concept and outline business case through outline design, planning, detailed design and construction.
· Coordinate input from technical specialists and external consultants, drawing together advice across disciplines including ecology, water, waste, pollution prevention, archaeology, landscape, noise, air quality and contaminated land.
· Help identify and implement practical environmental mitigation, enhancement opportunities, carbon reduction measures, biodiversity net gain and social value outcomes.
· Undertake site inspections, environmental audits and compliance checks, including recording findings, actions, near misses and incidents.
· Support environmental incident investigations and root cause analysis where required.
· Prepare written technical notes, briefings, presentations, toolbox talks, environmental guides, site reports and project records.
· Liaise professionally with regulators, planning authorities, stakeholders, clients, contractors and members of the project team.
· Support the growth of JBA’s Environmental Clerk of Works and construction compliance services, including contributions to bids, tenders, quality submissions and inter-departmental agreements.
· Provide guidance and mentoring to graduates and early-career colleagues, supporting their development within the construction environmental compliance team.
The team member we are looking for:
Construction environmental management starts long before work begins on site. This role will help project teams translate environmental commitments into practical delivery, maintain compliance, reduce environmental risk and improve outcomes for people, biodiversity and the wider natural environment.
You will be a confident environmental or construction professional who understands the importance of clear, independent and auditable compliance monitoring. You will be comfortable working with multidisciplinary teams, balancing technical requirements with practical delivery, and communicating environmental risks and actions clearly to site and project teams. You will be someone that is confident in making contact and having conversations directly and be able to adapt to evolving situations / respond to urgent requests.
JBA offer a comprehensive EnvCoW training and mentoring program for candidates who may not have all the relevant skills or experience.
Essential for the role:
· Full Clean UK driving licence
· An appropriate level of CSCS card, or willingness to obtain one, is required for site-based work.
· Experience in environmental compliance, construction environmental management, EnvCoW, ECoW, environmental consultancy or a related construction delivery role.
· Good working knowledge of environmental legislation, permits, planning consents, mitigation commitments and construction phase environmental controls.
· Ability to review technical information, assess environmental risks and recommend proportionate mitigation or corrective actions.
· Effective communication skills, including the ability to prepare clear written reports, site diaries, briefings, technical notes and presentations.
· Ability to liaise effectively with contractors, clients, regulators, planning authorities, technical specialists and internal project teams.
· Good attention to detail and a proactive approach to identifying and preventing environmental impacts.
· A collaborative approach and willingness to support and mentor junior colleagues.
· Commitment to continuing professional development and to maintaining high standards of environmental compliance practice
Desirable for the role:
· An environmental auditing qualification, such as one recognised by ISEP (previously IEMA)
· Professional membership of a recognised and appropriate professional body.
· Experience supporting flood risk management, water environment, infrastructure, energy, utilities or other civil engineering projects.
· Familiarity with Environment Agency projects, responsibilities, processes or SHEW CoP guidance.
· Experience undertaking environmental audits, inspections, compliance monitoring or independent site assurance.
· Knowledge of one or more specialist areas such as ecology, hydrology, archaeology, landscape, noise, air quality, waste, pollution prevention, contaminated land or materials management.
· Experience supporting bids, tenders, financial reporting, project coordination or technical quality submissions.
· Experience preparing or updating construction environmental management plans, environmental guides, toolbox talks or site-specific briefing materials.
