About the vacancy:
We’re looking for an experienced Operations Manager – M&E to lead the delivery of safe, compliant and high-quality mechanical and electrical services across our homes. This senior role provides both strategic and operational leadership, ensuring gas and electrical safety compliance while driving performance, value for money and continuous improvement. You’ll lead specialist teams, manage budgets and risk, and work collaboratively across the organisation to deliver excellent, customer-focused services that meet all regulatory requirement
Specifically, in the role you will:
Operational Leadership & Service Delivery

Lead and manage the operational delivery of all mechanical and electrical services, including gas servicing, heating repairs and installations, electrical testing and remedial programmes, and associated compliance activity.
- Ensure all M&E services are delivered safely, efficiently and in line with statutory, regulatory and organisational requirements.
- Provide visible operational leadership across specialist M&E teams, contractors and sites, ensuring consistent standards and clear accountability.
Responsible Appointed Person for operational management of gas and electrical safety

Act as the Responsible Appointed Person for gas and electrical safety, under the Electricity at Work Regulations 1989 and Gas Safety (Installation and Use) Regulations 1998.
- Provide leadership and oversight of M&E safety‑critical systems, ensuring appropriate governance, controls, competencies and assurance arrangements are in place to effectively manage risk.
- Maintain oversight of compliance performance and emerging risks, providing clear assurance and escalation to senior leaders and other duty holders, and ensuring robust records and evidence are maintained for audit and regulatory scrutiny.
Governance, Accountability & Reporting

The Head of Property Services remains the Duty Holder and retains overall accountability for gas and electrical safety.
- The M&E Manager exercises delegated authority for operational compliance and is accountable for the effective discharge of those duties.
- The role holder must operate within agreed policies, budgets and risk appetite, and provide regular assurance reporting.
Performance Management & Workforce Productivity

Develop and monitor performance metrics across M&E services, including statutory compliance rates, productivity, job completion, right first time outcomes, cost control and customer satisfaction.
- Create a proactive, performance focused culture, using data led insights to identify risks, remove barriers and drive continuous improvement.
- Ensure M&E Team Leaders are supported and challenged to deliver agreed programmes and performance targets at scale and pace.
Financial & Budget Management

Manage M&E operational budgets, ensuring strong financial control, accurate forecasting and delivery of value for money.
- Oversee expenditure relating to labour, materials, van stock, specialist equipment and external contractors.
- Support commercial decision-making, contract management and resource planning across M&E services to maintain service sustainability.
Quality, Health & Safety & Compliance

Ensure robust governance and assurance across all M&E activities, including Safe Systems of Work, RAMS, toolbox talks, inspections and incident management.
- Maintain audit readiness for internal and external audits across gas, electrical and health & safety compliance regimes.
- Work closely with Compliance, Assurance and Asset teams to address non‑compliance, embed learning and strengthen regulatory performance.
Customer Experience & Service Improvement

Embed Hedyn’s customer promise within all M&E operational activity.
- Take ownership of escalated M&E complaints, high-risk service failures and complex technical issues, ensuring timely resolution and learning.
- Lead service improvement initiatives, including performance optimisation, digital enhancements and programme efficiency improvements driven by customer insight.
Line Management, Coaching & Mentoring

Provide effective leadership and line management to M&E Team Leaders and senior technical colleagues.
- Lead regular 1:1s, appraisals, coaching sessions and performance reviews, setting clear expectations and accountability.
- Build capability within specialist M&E services by identifying skills gaps, succession risks and development opportunities.
Collaboration & Cross Team Working

Work closely with Repairs & Maintenance, Asset Strategy, Compliance, Housing Management, CX and Finance teams to ensure integrated service delivery.
- Ensure M&E services align with asset investment priorities, decarbonisation plans and wider organisational objectives.
- Promote partnership working internally and externally to support safe, compliant and customer focused outcomes.
