We are currently recruiting for a Technical Assurance Manager within our Technical Governance & Compliance team here at SCS Railways.
About the role:
SCS JV are responsible for the Southern portion of the Main Works Civils for the HS2 Project, spilt across 3 Areas and delivering 30 plus major civils assets including Tunnels, Portals and Headhouses, Bridges and Earthworks associated MEP Highways and Utility Works from Euston to the western outskirts of London.
As a self-assuring contractor, SCS are required by HS2 to ensure that we deliver compliant outputs from design and construction activities, through to Handover.
The Technical Assurance (TA) Team is responsible for verifying and demonstrating that all works executed by the Skanska Costain STRABAG Joint Venture (SCS JV) align with the High Speed 2 (HS2) Works Information and Technical Requirements.
As a critical component of the broader Technical Governance and Compliance (TG&C) function - which encompasses System Safety & Interoperability, Requirements Management, and Change & Configuration - the TA Team ensures that project milestones meet the defined certification and sign-off requirements.
The Technical Assurance Manager (TAM) serves as a strategic lead within this framework, overseeing technical assurance workstreams and driving the continuous improvement of governance processes. This role involves conducting rigorous reviews to facilitate contractor self-assured certification for securing final client sign-off. By collaborating directly with HS2 counterparts, the TAM defines acceptance criteria and develops comprehensive certification strategies that span the entire project lifecycle, from initial design and construction through to testing, commissioning, and final handover.
Operationally, the TAM acts as a primary liaison between Technical Leads and the embedded Delivery Unit TA teams. This partnership ensures that all site activities adhere to established Verification and Validation (V&V) methodologies. Beyond oversight, the TAM is expected to provide expert mentorship and training across the project and supply chain, championing Technical Assurance as the fundamental vehicle for demonstrating contractual compliance.
Flexible working: This role will be office-based in London (Euston), for a minimum of 3-4 days per week.
Main Responsibilities
- To support the Head of Technical Assurance in the development and implementation of the Technical Assurance Strategy, plans, processes and systems within the project.

Responsible for the Technical Assurance Review (audit) and related activities.

Contribute to the continued improvement of the technical assurance strategy, including TG&C processes in collaboration with delivery teams, subject matter experts, stakeholders and the employer.

Provide narrative reports and metrics against TA KPI targets; progressive technical assurance activities; Certification and Sign-off Status.

Undertake activities as defined in the project Plans and Procedures in liaison with those delivering the works

Coordinate the certification activities for work packages to gain L3 certification from the Employer

Prepare and Deliver technical assurance communications such as staff briefings and technical assurance awareness training.

Ensure TG&C requirements are integrated into all procurement contracts and service agreements.

Understand the Client and Joint Venture Partners' Environment and Sustainability Policies, Processes and statutory requirements as they affect the company's operations and ensure that the requirements, as applicable within their discipline, are implemented on the project.
The Ideal Candidate
Essential
-
Chartered Engineer or working towards Professional Registration;
-
Significant experience of working at equivalent level in a project environment;

Experienced in the application of system engineering principles and / or assurance processes;

Knowledge and experience of auditing;

Experience of team management responsibilities (advantages in a JV environment);Knowledge and experience of the regulatory environment and statutory obligations relating to infrastructure projects or equivalent;

Capable of developing plans and managing workload / activities and taking sole accountability for task delivery;

Capable of working collaboratively and effectively with project delivery teams, management and the project leadership, clients, sub-contractors, regulatory bodies and other stakeholders, credible in building relationships with all levels of internal and external stakeholders;

High standard of verbal and written communication skills and interpersonal skills, able to effectively communicate technical assurance and system engineering concepts to variety of audiences;

Broad knowledge of the various disciplines involved in delivering major projects, their roles and responsibilities and their relationship to assurance.

Good information management and analytical skills, able to quickly and efficiently seek out the relevant and pertinent points from large volumes of project information.
Desired qualifications, skills, behaviours and attributes

Experienced in the use project information tools and management systems including MS Office and web-based collaboration technologies for project information and process management, such as Enterprise Bentley, Projectwise or similar.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
