Clutter‑B‑Gone is an award‑winning specialist cleaning, hoarding‑support and property‑clearance company working with councils, housing associations and charities across the UK. As we expand our public‑sector partnerships, we are seeking a dedicated DPS & Frameworks Manager to ensure we are registered, compliant and competitive on the right procurement routes.
This role is critical to our growth and will shape how we access, secure and deliver public‑sector contracts.
Role Summary
The DPS & Frameworks Manager will lead all activity related to Dynamic Purchasing Systems (DPS), framework agreements, and public‑sector procurement. You will identify relevant opportunities, manage supplier registrations, maintain compliance documentation, and respond to mini‑competitions. You will work closely with leadership to position Clutter‑B‑Gone on the procurement routes used by councils, housing associations and government bodies.
Key ResponsibilitiesDPS & Framework Management
- Identify, evaluate and register Clutter‑B‑Gone on relevant DPS and frameworks across the UK.
- Manage end‑to‑end onboarding processes, ensuring all compliance documentation is accurate and up to date.
- Maintain supplier profiles across portals such as ProContract, In‑Tend, Delta, ESPO, YPO, Fusion21, PfH, SEC and CCS.
- Track renewal dates, updates and changes to procurement requirements.
Tendering & Mini‑Competitions
- Respond to mini‑competitions, quality questions and capability assessments.
- Write method statements, social‑value commitments and operational responses aligned with sector standards.
- Coordinate pricing submissions and ensure competitive, compliant bids.
Compliance & Documentation
- Maintain all mandatory documentation including insurance, SSIP, RAMS, policies, safeguarding, environmental and data‑protection materials.
- Ensure alignment with public‑sector procurement rules, regulatory standards and framework requirements.
- Work with leadership to update policies and processes as frameworks evolve.
Supplier & Stakeholder Engagement
- Build strong relationships with procurement teams in councils and housing associations.
- Act as the main point of contact for all procurement‑related communication.
Reporting & Process Improvement
- Track all DPS/framework activity and produce regular reports for senior leadership.
- Analyse bid outcomes, identify trends and recommend improvements.
- Support the development of procurement strategies that enhance growth and competitiveness.
Skills & ExperienceEssential
- Strong understanding of public‑sector procurement, DPS and framework agreements.
- Experience working with portals such as ProContract, In‑Tend, Delta, ESPO, YPO, Fusion21, PfH or similar.
- Excellent organisational skills with the ability to manage multiple deadlines.
- Strong writing ability for bids, method statements and compliance documentation.
- High attention to detail and accuracy.
- Confident communicator able to build relationships with procurement teams.
- Experience in FM, cleaning, housing, social care or public‑sector services.
Desirable
- Experience in tender writing or bid management.
- Knowledge of social‑value requirements and environmental compliance.
- Understanding of safeguarding, vulnerable‑client work or trauma‑informed services.
- Experience supporting operational teams in service‑delivery environments.

Pay: £350.00 per week
Work Location: Hybrid remote in Rochester (Kent, South East Region)
