Purpose of Role
To support the Head of HR in delivering a proactive, professional and customer-focused HR service across the Trust. The postholder will provide expert advice and guidance to managers and employees on employment legislation, HR policies and procedures, employee relations and best practice.
The role is responsible for supervising the HR Administrator, maintaining HR and learning management systems, leading complex HR administration, coordinating organisational learning and development, improving HR processes and ensuring compliance with employment legislation and safer recruitment requirements.
The postholder will contribute to organisational development initiatives, support management with workforce planning and training, and provide HR support during formal employee relations processes.
Main Responsibilities
1. HR Advice and Employee Relations
- Provide professional HR advice and guidance to managers and employees on employment law, HR policies, procedures and best practice.
- Support managers in managing employee relations matters including disciplinary, grievance, capability, sickness absence, performance and investigations.
- Undertake workplace investigations and prepare clear, evidence-based investigation reports.
- Attend formal meetings as the HR representative, providing procedural advice and producing accurate confidential records where required.
- Support organisational change programmes, consultations and other HR initiatives.
2. HR Policies and Compliance
- Assist the Head of HR in developing, reviewing and implementing HR policies, procedures, guidance documents and employment documentation, ensuring compliance with employment legislation and best practice.
- Ensure HR activities comply with employment law, GDPR and organisational governance requirements.
- Support safer recruitment processes through quality assurance checks and regular compliance audits.
- Assist with bi-monthly Head Office Health & Safety audits as required.
3. HR Administration and Systems
- Supervise, coach and develop the HR Administrator, ensuring high standards of service delivery.
- Oversee complex HR administration and quality assure HR documentation before issue.
- Maintain HR information systems including Staffology HR, Flourish Click Learning and the DBS Update Service, ensuring data accuracy, security and system effectiveness.
- Lead improvements to HR processes and digital workflows to increase efficiency and improve customer service.
- Provide HR administrative cover during periods of absence within the HR team.
4. Recruitment and Onboarding
- Support recruitment and selection activities, including participating in interviews where appropriate.
- Ensure recruitment documentation complies with safer recruitment standards.
- Support onboarding, induction and probation processes.
- Conduct exit interviews and analyse trends to support continuous improvement.
5. Learning and Development
- Work collaboratively with managers to identify organisational and individual learning and development needs.
- Research and source suitable learning opportunities, apprenticeships and external training providers.
- Coordinate mandatory, statutory and developmental training programmes using face-to-face, online and blended learning methods.
- Deliver HR and corporate induction programmes for new employees and student placements.
- Develop and facilitate HR workshops and management training where appropriate.
- Evaluate learning effectiveness and return on investment through feedback and training data.
- Assist in developing and monitoring the annual training budget.
6. Reporting and Workforce Information
- Produce regular HR and learning and development reports, including workforce metrics such as sickness absence, turnover, recruitment, training compliance and other key performance indicators.
- Analyse workforce information and identify trends to support management decision-making.
7. Continuous Improvement
- Identify opportunities to improve HR systems, procedures and service delivery.
- Promote efficient, consistent and customer-focused HR practices across the organisation.
- Keep up to date with changes in employment legislation and HR best practice, sharing knowledge with managers and colleagues.
8. General Responsibilities

- Undertake any other duties commensurate with the grade of the post as reasonably required by the Head of HR.
9. Working Environment
· Work flexibly to ensure continuity of the service.
· Undertake ad hoc duties to ensure the service can continue to operate. Duties will be allocated within employee’s skill set.

11. Health and Safety
