Role Summary
The Secondee role is available within the International Directorate and will be within the Joint International Crime Centre (JICC).
The Joint International Crime Centre (JICC) was launched in April 2023 and was created in order to coordinate and support the response of UK policing and law enforcement to tackle international crime. The JICC comprises officers and staff from across UK policing and the NCA, offering a multi-agency approach to meeting the increasing international demands of territorial policing. The JICC provides a whole-system approach to tackling international crime harnessing UK and international expertise and providing access to specialist capabilities both within the NCA and partner organisations including HMRC, ACRO, the CPS and partners across UK law enforcement and criminal justice. The JICC is jointly overseen by the NCA Director General and Chair of the National Police Chiefs’ Council.
Role Description
As a Manager within the Police & Partner Engagement Unit (PPEU) the post holder will:
Lead and develop a multi disciplinary team for the triage, acquisition and exploitation of tactical and strategic intelligence relating to international criminality affecting the UK. Provide operational direction, specialist advice and authoritative guidance to UK law enforcement partners regarding international capabilities, ensuring that PPEU support is delivered professionally, proportionately and in line with national priorities and legislative requirements.
Contribute to and oversee the strategic direction of PPEU activity, ensuring that national and local strategies, policies, legislative frameworks and operational priorities are effectively embedded, promoted and consistently applied across UK policing, government departments and wider law enforcement partners.
Accountable for operational service delivery, performance management and the effective deployment of resources across the team to ensure best value and alignment NCA International Directorate strategic objectives.
Assure the development and delivery of high quality products ensuring that they meet required standards and inform national and local decision making. You will provide governance and oversight to ensure activities are conducted thoroughly, ethically and expeditiously, in full compliance with the Agency’s policy framework and relevant legislation.
Build and maintain strong partnerships with policing and wider law enforcement partners, government bodies and NCA counterparts, representing the JICC, the International Directorate and the NCA at senior level forums to influence system wide capability development and operational coordination.
Ensure the delivery of expert direction on police to police and judicial cooperation, support investigative and intelligence teams, and contribute to system capability uplift by leading or facilitating training and continuous professional development activities.
The role may involve participation in on call rotas and periodic domestic or international travel to support operational activity, partner engagement or the maintenance of professional competency.
Responsible for developing staff, promoting and maintaining professional standards, overseeing conduct and welfare, and ensuring all activity upholds the NCA’s values and it’s mission to lead the UK’s fight to cut serious and organised crime.
Duties and Responsibilities
Leadership & Team Management Provide clear leadership, direction and oversight to JICC personnel, ensuring delivery aligns with organisational priorities. Build team capability through effective supervision, performance management and development of staff, fostering an inclusive and high-performing environment.
Intelligence Oversight & Quality Assurance Lead the production and assurance of products, ensuring outputs meet national standards and support evidence-based operational decision making. Maintain accountability for quality, integrity and compliance with legal and policy frameworks.
Intelligence-Led Investigative Support Direct and coordinate intelligence support to live criminal investigations, ensuring prioritisation of threat, risk and harm. Manage competing demands and deploy resources to maximise operational impact.
Briefings & Decision Making Support Oversee the preparation and delivery of clear, concise briefings and debriefings to senior stakeholders. Translate complex intelligence into actionable insight to inform operational and strategic decisions.
Communicating and Influencing Influence decision-making across operational and strategic levels by providing specialist advice on international cooperation. Build credibility with senior leaders and partners through authoritative and professional communication.
Partnership Working (UK & International) Build and sustain effective relationships with domestic and international law enforcement partners, including the Foreign Law Enforcement Community. Enable collaboration to maximise use of international capabilities in support of operational outcomes.
Operational Delivery at Pace Ensure products and support are delivered at pace to meet operational timelines. Respond flexibly to emerging threats and changing operational priorities, demonstrating organisational agility.
Risk, Governance & Compliance Ensure all activity adheres to legal frameworks, policy and ethical standards. Manage operational and reputational risk, ensuring appropriate governance, audit and decision-making processes are followed.

Regular travel throughout the UK will be required as part of the role, with frequent travel to London and Warrington in particular.

Important Information
This role will be undertaken on a secondment basis, while agreements are in place through National Police Chiefs Council (NPCC), we require all prospective applicants to seek the appropriate level of force support whilst within the application process, with the recommendation that this is at Director of People Services or Assistant Chief Constable level.
The NCA reserves the right to withdraw any offer made to a successful candidate if the required force approval is not received within 10 working days of the offer being issued or if force approval is withdrawn at any time during the process.
