Position: DSG Consultant Finance Manager
Location: 25 Windsor Road, Slough, SL1 2EJ

Contract Duration: 4+ Months
Working Hours: 36 hours per week
Pay Rate: PAYE: £444.48 per Day
Job Responsibilities:
- Lead the delivery of high-quality financial management, commercial support, and business partnering across the Council
- Support the implementation of the Council's financial strategy, continuous improvement initiatives, and corporate objectives
- Manage budget planning, monitoring, forecasting, and financial reporting to ensure effective financial control
- Work closely with Budget Managers to develop savings proposals, identify financial pressures, and monitor capital projects
- Provide financial modelling, business case analysis, and commercial advice to support strategic decision-making and service transformation
- Identify financial risks, recommend mitigation strategies, and escalate significant issues to senior management where appropriate
- Produce robust financial and commercial analysis to support service reviews, investment decisions, and long-term financial planning
- Support the preparation of statutory accounts, year-end closedown, financial reconciliations, and statutory financial returns
- Ensure compliance with financial regulations, CIPFA standards, Standing Orders, statutory legislation, and Council policies
- Advise managers on financial procedures, budget management, governance, and financial regulations
- Manage and develop Financial Accountants, Finance Assistants, and Trainees through recruitment, supervision, performance management, and professional development
- Build effective relationships with senior managers, councillors, government departments, and external partners
- Contribute to business transformation, change management, and continuous improvement initiatives
- Promote value for money, commercial opportunities, and efficient use of Council resources
- Maintain accurate financial systems, reporting processes, and supporting documentation
- Represent Finance at meetings, working collaboratively across departments and with external stakeholders
- Ensure compliance with equality, diversity, health and safety, safeguarding, and data protection requirements
Person Specification:
Essential Qualifications:
- CCAB or CIMA qualified (or overseas equivalent)
- Degree or equivalent relevant knowledge and experience
- Postgraduate qualification or equivalent relevant professional experience
Essential Experience:
- Significant experience managing finance services within a large, complex organisation
- Experience in local government finance and public sector financial management
- Proven experience in budget management, financial planning, forecasting, and financial reporting
- Experience preparing business cases, financial modelling, and commercial analysis
- Experience supporting statutory accounts, year-end closedown, and financial compliance
- Experience building effective relationships with senior managers, elected members, government bodies, and external stakeholders
- Experience leading, managing, and developing finance teams
- Experience delivering organisational change, service improvement, and transformation programmes
Essential Knowledge:
- Strong knowledge of local government finance, financial regulations, and statutory accounting requirements
- Understanding of the legal, political, and financial framework within local government
- Knowledge of strategic financial planning, budget setting, and financial governance
- Understanding of commercial finance, project management, change management, and performance management
- Knowledge of CIPFA standards, financial regulations, and public sector legislation
- Understanding of equality, diversity, health and safety, safeguarding, and data protection requirements
