Your new role:
Southend-on-Sea City Council is seeking a talented and driven Campaigns & Insights Officer to join our Communications & Engagement Team. This is an exciting opportunity to help shape how the Council communicates with residents, partners, businesses, and colleagues, delivering campaigns that inform, engage, and inspire action. This contract is being offered on a full time and permanent basis.
As a Campaigns & Insights Officer, you will play a key role in delivering Southend City Council's Communications & Engagement Strategy, helping to create impactful campaigns that drive awareness, engagement, and positive behavioural change across our communities and workforce. Working as part of the Campaigns & Insights team, you will plan, develop, and deliver creative, evidence-led communications and engagement campaigns that support the Council's priorities. Using audience insights and data to inform your approach, you will ensure campaigns are targeted, inclusive, accessible, and deliver clear, measurable outcomes.
You will work across a range of channels, with a strong focus on integrated campaigns, paid-for marketing, and engagement activity that maximises return on investment. From concept through to delivery and evaluation, you will help create high-quality content and communications that make a real difference to residents, partners, and colleagues.

You will lead the planning and delivery of engaging communications and engagement campaigns that support the Council's priorities and deliver measurable outcomes. Using audience insight and data, you will create targeted campaigns that drive awareness, engagement, and behavioural change. Working across a range of channels, you will develop high-quality, accessible content and marketing materials, ensuring campaigns are creative, inclusive, and impactful. You will collaborate closely with colleagues, partners, and stakeholders, building strong relationships to support successful campaign delivery and enhance the Council's reputation.
You will also monitor and evaluate campaign performance, using insights and feedback to continuously improve future communications and engagement activity.
What you'll need to succeed:
To be successful in this role, you will be a creative and proactive communications professional with experience designing and delivering successful campaigns that engage diverse audiences and achieve measurable results. A full driving licence and the ability to travel locally, regionally, and nationally are essential for this role. You will regularly work within communities across Southend and beyond, supporting the delivery of high-profile campaigns, consultations, and engagement activities. This may include attending campaign launches, community events, stakeholder meetings, and face-to-face engagement sessions, ensuring residents and partners have meaningful opportunities to shape and influence Council services and initiatives.
