The Business Systems Lead is responsible for leading and managing the Department’s business-critical and operational systems, ensuring they remain effective, resilient, compliant and aligned with the needs of the organisation.
The postholder will lead the delivery of projects, system developments, upgrades and prioritised work across the team and core systems. This will include critical annual processes, major system upgrades, digital transformation initiatives and activities required to ensure compliance with statutory, legislative and regulatory requirements.
The role will provide technical and operational leadership, working closely with colleagues, elected members, service users, suppliers and other stakeholders to ensure systems support efficient, customer-focused and digitally enabled services.
Key Responsibilities1. Systems Leadership and Management
- Lead and manage the Department’s business-critical and operational systems, ensuring they are reliable, resilient, secure and fit for purpose.
- Ensure systems effectively support the Department’s business needs and internal and external processes.
- Lead the planning and delivery of system upgrades, developments, enhancements and implementation projects.
- Ensure systems and associated processes comply with relevant statutory, legislative, regulatory and organisational requirements.
- Take responsibility for the successful delivery of critical annual and end-of-year system processes.
2. Business Analysis and Digital Transformation
- Lead the analysis of business and application requirements, identifying opportunities to improve processes, efficiency and service delivery.
- Promote smarter ways of working and support the Department’s digital transformation agenda.
- Identify opportunities to maximise the functionality of existing software and technology.
- Support the introduction of improved digital processes that enable more efficient working and access to accurate, live data.
- Ensure customer needs and feedback are considered when planning, developing and delivering systems and services.
3. Project and Workstream Delivery
- Lead the delivery of projects and prioritised work across core systems and services.
- Develop detailed project and task plans, identifying requirements, resources, dependencies, risks, timescales and deliverables.
- Monitor progress against agreed timescales and budgets, taking appropriate action where issues or delays arise.
- Escalate significant risks, issues, budget pressures or deviations to the Systems Support Manager in a timely manner.
- Coordinate system implementations, upgrades and changes to ensure effective and controlled delivery.
4. Technical Analysis and Development
- Undertake investigations, feasibility studies and technical analysis to identify appropriate solutions.
- Undertake system analysis, design, programming and configuration where required.
- Carry out component testing and system integration testing to ensure solutions meet agreed requirements.
- Support installation, implementation and deployment of systems and system changes.
- Investigate complex technical and operational issues and identify appropriate solutions and resolutions.
- Ensure changes are appropriately documented, tested and implemented.
5. Stakeholder and Relationship Management
- Develop and maintain effective working relationships with colleagues, elected members, service users, suppliers and external stakeholders.
- Work collaboratively across the organisation to maximise the benefits of systems, technology and integrated working.
- Consult with stakeholders to understand requirements and ensure systems meet operational and strategic needs.
- Provide clear technical advice and guidance to managers and senior stakeholders.
- Represent the Department in relevant meetings, projects and system-related forums.
6. Problem Solving and Technical Leadership
- Lead on complex system and service issues, providing expert advice and recommendations.
- Assess potential solutions and clearly communicate their benefits, risks, costs and implications.
- Develop robust action plans to resolve issues and ensure appropriate resources and timescales are identified.
- Provide leadership, training, support and guidance to colleagues using departmental systems.
- Promote best practice and continuous improvement in the use and management of systems.
7. Planning, Performance and Financial Management
- Manage and prioritise day-to-day systems support and development activity.
- Establish and monitor delivery timescales and priorities.
- Contribute to the preparation of cost estimates, resource requirements and delivery plans.
- Provide information and recommendations to Directors and Heads of Service to support informed decision-making.
- Ensure work is delivered efficiently, within agreed budgets and to the required quality standards.
8. Continuous Improvement and Professional Development
- Keep up to date with emerging technologies, industry developments, software capabilities and best practice.
- Assess new technologies and make recommendations where they could improve service quality, efficiency or value for money.
- Identify opportunities for continuous improvement across systems and processes.
- Promote innovation and effective use of technology across the Department.
- Ensure the Department benefits from developments in IT and digital technology while maintaining appropriate consideration of cost, risk and organisational requirements.
Key Skills and Experience
The successful candidate will be expected to demonstrate:
- Significant experience of managing and supporting business-critical IT systems.
- Experience of leading system development, upgrades, implementations or digital transformation projects.
- Strong analytical and problem-solving skills, with the ability to investigate complex issues and develop effective solutions.
- Experience of business analysis, requirements gathering and translating business needs into technical solutions.
- Experience of system testing, integration, implementation and change management.
- Strong project planning and delivery skills, including the ability to manage competing priorities, timescales and resources.
- Ability to communicate complex technical information clearly to both technical and non-technical audiences.

- Ability to provide technical leadership, advice, training and support to colleagues.
- Understanding of relevant statutory, legislative, regulatory and compliance requirements.
