About Us
CKR Utilities Limited is a family-run business founded in 2010 by Craig Broadhurst. Backed by a young management team and experienced industry professionals, We've grown steadily since then and also with our merger with i2 Services we have gone from a single two-man gang with into a team of over 200 people working across the North West.
We support utility companies across the region in maintaining their infrastructure, and we're expanding further in the coming years alongside our major clients. Most of our work is carried out for United Utilities via Tier 1 contractors such as Network Plus and the M Group, alongside other clients including OCU Group and Saphire Utility Solutions. Our services cover the repair and maintenance of water mains, water meter installation, private water main leak repairs, and backfill and reinstatement work.
Our main trading site is our unit and yard in Heywood, with an additional yard in Leyland and our head office in Preston.
Purpose of the Role
Own and lead the delivery of compliant, audit-ready, and operationally effective HSEQ standards across a rapidly growing workforce. Lead all H&S operations, documentation, audits, training, incident response, and continuous improvement across all operational teams, managing the H&S function day to day.
Key Responsibilities
Compliance & Certification
- Own and maintain ISO 45001 Occupational Health & Safety and ISO 9001 Quality Management compliance, including document updates, evidence gathering, and audit preparation.
- Lead NHSS 12D certification processes for temporary traffic management.
- Maintain and drive company accreditations including CHAS, SafeContractor, Constructionline, and Achilles.
Auditing & Inspection
- Lead internal audits and manage external audit reviews across all operational areas.
- Direct auditing of:
◦ Reinstatement teams – compliance, quality, safety controls, and specification adherence.
◦ Rehab Teams – safe working practices, procedural compliance, and reinstatement quality.
◦ R&M teams – job pack accuracy, site safety, and workmanship.
◦ Private Leakage (PL) – site standards and compliance.
◦ Metering operations – safe installation, procedural accuracy, and documentation checks.
- Own the structured audit tracker, ensuring actions are logged, monitored, and closed out.
Documentation & Control
- Take ownership of document control for 200+ HSEQ documents, ensuring correct versions, naming conventions, and compliance.
- Author and approve:
◦ Health & safety policies
◦ Risk assessments
◦ COSHH assessments
◦ RAMS
◦ Procedural guidance
- Ensure all HSEQ documentation remains current, compliant, and audit-ready.
Training & Inductions
- Lead delivery of new starter inductions.
- Plan and deliver monthly safety training sessions and toolbox talks.
- Liaise with the training coordinator to organise training and minimise operational downtime.
Meetings & Reporting
- Lead and chair management meetings and H&S committee sessions.
- Prepare and present structured reports for audits, incidents, and compliance updates to senior management.
Incident & Complaint Management
- Lead investigations into utility damage incidents and public liability claims.
- Manage customer and client complaints, including escalations and follow-up actions.
Operational Support
- Act as the senior point of contact for H&S across the business, working closely with the Transport Manager as the workforce continues to grow.
Essential
- Proven experience in a Health & Safety leadership or management role within a fast-paced utilities or construction environment.
- NEBOSH General Certificate (or equivalent).
- Competent in Microsoft Office (Word, Excel, SharePoint) and able to manage structured documentation.
