Dual Registered Manager – Children's Residential Homes (North London)

Role Overview
We are seeking an experienced and passionate Dual Registered Manager to hold registration and full operational responsibility for two Ofsted-regulated children's residential homes in North London. This is a hands-on leadership role, requiring you to act as the Registered Manager for both services, ensuring each home delivers safe, nurturing, high-quality care that meets the individual needs of every child and young person, in full compliance with the Children's Homes Regulations 2015 and Ofsted Quality Standards.
You will split your time and attention effectively across both homes, providing direct leadership to two staff teams, embedding consistent standards of care, and ensuring safeguarding and compliance are met at all times in both settings.
Key Responsibilities
Registration & Regulatory Compliance
- Act as the Registered Manager for both homes, taking full accountability to Ofsted for the quality and compliance of each service
- Ensure both homes operate in full compliance with the Children's Homes Regulations 2015, Quality Standards, and the home's Statement of Purpose at all times
- Prepare for and lead both homes through Ofsted inspections, ensuring evidence, records, and practice reflect "Good" or "Outstanding" standards
- Complete and submit all required regulatory notifications, reports, and returns for both homes accurately and on time
- Maintain up-to-date knowledge of legislation, statutory guidance, and best practice, and ensure this is embedded across both teams
Safeguarding & Quality of Care
- Hold ultimate responsibility for safeguarding across both homes, acting as the lead point of escalation for all safeguarding concerns
- Ensure care plans, risk assessments, behaviour support plans, and placement plans are person-centred, up to date, and consistently reflect each young person's needs
- Chair or oversee key meetings (e.g. care planning reviews, safeguarding meetings, team meetings) across both homes
- Lead investigations, incident reviews, and lessons-learned processes following serious incidents in either home
- Promote a culture of high aspiration, nurture, and consistency for children and young people across both services
Staff Leadership & Development
- Provide direct day-to-day leadership and line management to both staff teams, including Deputy Managers/Team Leaders in each home
- Conduct regular supervision, appraisals, and performance management for staff across both homes
- Recruit, induct, and retain high-quality staff, ensuring safer recruitment practices are followed at all times
- Deliver or coordinate staff training to ensure both teams are skilled, confident, and compliant with regulatory requirements
- Manage staffing rotas and ensure safe staffing levels and ratios are maintained in both homes at all times
Operational & Financial Management
- Manage the day-to-day operations of both homes, including budgets, resources, and health & safety compliance
- Monitor occupancy and support the admissions process, ensuring placement matching and compatibility across both homes
- Oversee the physical environment of both homes, ensuring they are safe, well-maintained, and homely
- Manage and control home budgets, including staffing costs and resources, in line with organisational expectations
Stakeholder Coordination
- Build and maintain strong working relationships with Ofsted, local authorities, placing social workers, and multi-agency partners for both homes
- Liaise with external agencies (health, education, YOT, CAMHS, etc.) to ensure joined-up support for children and young people
- Represent both homes confidently and professionally in external meetings, reviews, and inspections
- Report regularly to the Operations Manager/Director on performance, risks, and compliance across both services
Essential Requirements
- Level 5 Diploma in Leadership for Health and Social Care (Children and Young People's Services), or equivalent (or working towards)
- Significant experience as a Registered Manager of a children's residential home, with a track record of achieving "Good" or "Outstanding" Ofsted ratings
- Experience managing more than one service, or the ability to demonstrate capability to do so
- Strong working knowledge of the Children's Homes Regulations 2015, Quality Standards, and relevant safeguarding legislation
- Excellent organisational skills, with the ability to manage competing priorities across two sites
- Strong leadership, communication, and staff management skills
- Full UK driving licence and willingness to travel regularly between both homes
- Enhanced DBS check (or willingness to undergo one)
Desirable
- Previous experience as a Dual Registered Manager
- Experience successfully leading homes through Ofsted inspections
- Budget management experience within a residential childcare setting
