About Empower Care and Support
Empower Care and Support Limited is a CQC-registered care provider delivering Supported Living and Services to adults aged 18–65+ with Learning Disabilities, Autism Spectrum Disorder, Mental Health needs and Complex Needs.
As part of our growth plans, we are looking for an experienced and commercially focused CQC Registered Manager who can combine strong care-sector leadership and compliance expertise with business development, commissioning and referral generation skills.
This is an important role within our growing organisation. We are particularly interested in candidates who already understand the commissioning landscape and have established professional relationships with Local Authorities, NHS teams, commissioners, brokerage teams, social workers and other referral partners.
The Role
The successful candidate will take responsibility for maintaining high standards of care, CQC compliance and service quality while playing a key role in developing new business and increasing referrals and placements.
Our initial geographical focus is Redbridge and surrounding East London boroughs, with plans to progressively expand across North London, East London and Outer London.
Key Responsibilities
- Act as the CQC Registered Manager and ensure the service consistently meets CQC regulations and fundamental standards.
- Lead and maintain a culture of safe, person-centred and high-quality care.
- Ensure policies, procedures, risk assessments, care plans, audits and quality-assurance systems remain compliant and effective.
- Manage safeguarding, incidents, complaints and regulatory matters appropriately.
- Lead, supervise and support care staff, ensuring appropriate recruitment, training and ongoing development.
- Work closely with the Directors to develop and implement the organisation's growth strategy.
- Generate new referrals, assessments and placements for our Supported Living and Domiciliary Care services.
- Build and maintain relationships with Local Authority commissioners, brokerage teams, social workers, NHS professionals, discharge teams and other referral partners.
- Identify and pursue relevant frameworks, tenders, dynamic purchasing systems and commissioning opportunities.
- Promote available supported living accommodation and match appropriate referrals to available services.
- Develop our presence initially within Redbridge, before expanding relationships across North, East and Outer London.
- Attend commissioner meetings, provider forums, networking events and other relevant meetings.
- Maintain a healthy referral pipeline and provide regular updates on business development activity, opportunities and outcomes.
About You
We are looking for someone who combines excellent care-sector knowledge with a commercial and entrepreneurial approach.
Ideally, you will have:
- Previous experience as a CQC Registered Manager, Deputy Manager or senior care professional with the ability to become registered.
- Strong knowledge of CQC regulations and adult social care requirements.
- Experience within Supported Living and/or Domiciliary Care.
- Experience supporting adults with Learning Disabilities, Autism, Mental Health and/or Complex Needs.
- Demonstrable business development or referral-generation experience within adult social care.
- A good understanding of Local Authority commissioning and brokerage processes.
- Existing relationships or professional connections with commissioners, brokerage teams, social workers, NHS teams or other referral sources would be a significant advantage.
- Experience with tenders, frameworks or commissioning opportunities would be highly desirable.
- Strong communication, relationship-building and negotiation skills.
- A proactive, commercially minded approach with the ability to turn relationships and opportunities into sustainable placements.
- Strong leadership, organisational and problem-solving skills.
Qualifications
A relevant Level 5 qualification in Leadership and Management for Adult Care, or an equivalent recognised qualification, is preferred. Candidates who are working towards the appropriate qualification may also be considered depending on their experience.
Salary & Opportunity
The salary range is £35,000–£48,000 per annum, depending on the candidate's experience, CQC management background, business development track record and established referral/commissioner network.
