Professionally accountable for all aspects of Estates Technical Services and Capital Development for Calderdale and Huddersfield NHS Foundation Trust, including, Fire Safety, Waste and Sustainability, and associated contract management. Responsible for ensuring the provision of a safe, supportive and sustainable environment for patients that is maintained in accordance with any statutory or mandatory requirements including a CQC rating of “GOOD” as a minimum standard.
Responsible for ensuring all associated policy and procedures are developed, reviewed and implemented as required.
Must be prepared to support and cover for other Estates and Facilities Divisional functions as required within the range of skills, knowledge and experience as agreed with the Managing Director.

2.1 Provide and promote effective professional leadership to ensure the delivery of cost-effective customer orientated services to the Trust and other NHS organisations in accordance with the established service level agreement

Provide and promote effective professional leadership to ensure the delivery of cost-effective customer orientated services to the Trust and other NHS organisations in accordance with the established service level agreement
Support and assist the Managing Director with the development and implementation of medium and long-term Estate and Facilities Strategies.
Ensure a continuous improvement culture is developed and propose improvement strategies to enhance value and patient experience.
Responsible for the development and implementation of medium and long-term operational policy and strategy in accordance with current and future proposed Statutory, Regulatory and NHS Guidance including the achievement a CQC rating of “GOOD” as a minimum standard.
To manage all aspects of the Operational Maintenance, Capital planning and Clinical Engineering services.
To lead the Premises Assurance Model (PAM) in relation to Estates services.
Responsible for ensuring all Estates data, including evidential data related to PAM, ERIC and CQC returns are accurate and submitted within the prescribed timescales.
To ensure that there are appropriate systems in place for the forward planning of Planned Preventative Maintenance (PPM) and risk inspections and that PPM and risk assessments are carried out in accordance with all health and safety regulations, monitoring and reporting on physical and financial delivery.
To be responsible and accountable for Estates and Medical related Health Care Standards.
To have Trust reaponsibility for the effective management of all aspects of utility usage and costs.
To have overall responsibility for the appointment and management of external contracts for Building and Engineering services.
To have overall responsibility for the recruitment of specialist personnel employed to provide an audit and advisory service to the Trust in relation to the relevant Hospital Technical Memorandum (HTM) requirements. These include; decontamination, medical gases, ventilation, water, fire, high and low voltage, environment and sustainability, lifts.
To ensure that suitably qualified authorised persons and engineers are appointed for all relevant HTMs including undertaking, where appropriate, the role of authorised person.
Ensure that all property and services comply with all relevant statutory instruments and Codes of Practice.
To provide expert and specialist advice on Estates related matters and apply statutory legislative guidance.
To manage the team to ensure that maximum efficiency of the Estates department is achieved.
To work pro-actively to ensure the efficient and effective operation of the department matching resources to service needs.
To undertake regular and systematic review of the processes and systems through which services are delivered, analysing problems and developing solutions to improve service delivery.
To develop and monitor key performance indicators for Estates services and use the NHS Model Hospital dashboard and ERIC data to optimise financial and operational performance
Provide professional and technical advice and leadership for the development and implementation of capital development schemes and technical service initiatives.
Act as a technical expert to provide advice and guidance on estate engineering services
Responsible for the delivery of all technical services functions including in-house and contracted services.
Specify, control and manage technical maintenance services related operations to the building environment, fabric, engineering service, plant and equipment.
Responsible for managing all building and engineering risk related elements including, Decontamination, Asbestos Management, Legionella Management, Lifting equipment and structural condition.
Ensure all maintenance related services are audited against National Standards, current Health & Safety Standards and Good Practice Guidance and ensure appropriate procedures to maintain compliance are identified, implemented and followed.
Responsible for the specification and management of Health & Safety and Risk Management advice in respect of technical services related activities.
3.1 Communication and Relationship Skills
Receive, review and interpret a range of complex information in relation to the provision of technical services, ensuring, where relevant, that such information is communicated up to Director Level.
Develop and maintain relationships with key stakeholders across Trust, Commissioners, City Council, General Practitioners, Acute Trusts, CCG and NHS England, ensuring constructive dialogue and opportunities to develop services.
Exchange detailed and complex technical information related to technical services with key stakeholders including Trust Senior Management, Specialist Contractors and the wider NHS network.
Establish appropriate technical services networking groups with the wider NHS organisation
Responsible for the development or amendment of any technical services related policy, ensuring that these policies are communicated throughout the Trust at senior manager level.
Attend various meetings as required and act as the technical services informed client, communicating any required technical or legislative information and responding to client requirements.
Liaise with senior clinical and non-clinical managers and heads of departments and provide technical services related information.
Effectively Chair meetings with internal and external parties; managing conflict and achieving consensus.
Ensure clear and consistent communication with all staff groups, ensuring staff awareness of service priorities, plans and objectives.
Prepare reports as requested by the Managing Director
Support the Equality & Diversity Agenda within the Directorate.
Ensure that the impact on equality and diversity of proposals and policies within own area of responsibility is assessed and action taken to reduce any negative impact.
Responsible for and actively participate in the development, motivation and succession planning within the divisions’ staff and management teams.
Liaise with any associated enforcement body with regard to ensuring facilities management services are provided in compliance with any statutory legal or Duty of Care requirements.
3.2 Analytical and Judgmental Skills
Responsible for receiving highly complex technical information and data relating to technical services, analysing and interpreting such data and making judgments as to how this will be incorporated into the delivery of services to the Trust.
Development of option appraisals for Trust Directors or Senior Managers, related to any required changes in technical, operational, contractual obligations or duty of care.
Ensure that all technical information received or developed is disseminated to the appropriate Trust Officer in a suitable format in order for the Trust to fully understand the content and any possible implications it may have.
Responsible for ensuring robust systems are developed and maintained for the management, security and integrity of all related technical, operational and strategic data.
Responsible for the development and production of detailed complex reports and business cases as required, relating to all aspects of technical services, ensuring that such reports are technically and operational correct.
3.3 Responsibility for Patient Care
Responsible for providing and maintaining an environment that supports and enhances patient care.
Responsible for ensuring patient services are delivered in an effective and supportive manner.
Give clear information to patients and visitors when asked or during incidental contact.
3.4 Responsibilities for Financial and Physical Resources
Responsible for the condition, performance and sustainability of the Trusts physical assets related to technical services.
Responsible for ensuring technical service budgets are maintained within agreed levels and CIP targets are met in year, including monthly review and financial forecasts.
Lead on the development, production and tendering process in respect of the procurement of technical services requirements, including production of detailed specifications and contract documentation
Act as authorised signatory to an agreed value.
Carry out benchmarking and market testing to achieve value for money in the delivery of technical services
Responsible for ensuring Trust Standing Financial Instructions are applied and adhered to.
Responsible for financial systems and protocols for the management of facilities services
3.5 Responsibilities for Human Resources
Overall responsibility for the management of all technical services personnel and contracted staff, including Senior Management and Supervisory staff.
Responsible for the recruitment, selection, appointment and retention of appropriately qualified and experienced technical services personnel.
Responsible for ensuring that the provision of personal development plans and continuous professional development strategies are in place and accessible for in-house staff and ensuring a similar structure is available to contracted staff.
Responsible for the motivation and retention of staff.
Overall responsibility for ensuring that the Corporate Disciplinary and Grievance Procedures, Sickness Absence and any HR related policy and procedures are adhered to and managed in an appropriate and professional manner.
Provide operational HR advice to all staff in relation to general working conditions, benefits offered by the Trust, Training and Health & Safety issues.
