The Procurement Transformation Business Case represents a significant investment in strengthening procurement capability across the entire commercial lifecycle, from strategic sourcing and procurement through to contract and supplier management. Bury Procurement is on a journey of continuous improvement and has set a clear ambition to achieve a “Best” rating against the Commercial Continuous Improvement Assessment Framework (CCIAF) by 2030. The transformation programme will strengthen commercial governance, capability, systems, and performance, whilst helping the Council maximise value from its third-party spend and deliver substantial financial savings in an increasingly challenging fiscal environment.

About the role
Salary: Grade 14, £48,226 to £49,282 per annum. An approved market supplement is currently in place, increasing the salary by £8,500 per annum. The market supplement is a time-limited payment for an initial period of two years and will be subject to review thereafter.

As a Senior Procurement Manager, you will be at the heart of this transformation. You will lead high-profile procurement projects, influence strategic decision-making, and work with senior stakeholders across the Council and its partners to deliver significant financial savings, maximise social value, and improve outcomes for residents. This is far more than a traditional procurement role; it is an opportunity to shape how services are commissioned, how suppliers are managed, and how public money is spent to achieve the greatest impact.
You will provide commercial leadership across a diverse portfolio of contracts and projects, champion innovation and continuous improvement, and help embed best practice procurement and contract management throughout the organisation. From supporting major transformation programmes and capital projects to building, sustainability, and social value initiatives, your work will directly contribute to the continued success of Bury.
