Triumph Consultants are recruiting for an experienced Programme Manager (Transport) to lead the delivery of a high-profile and complex transport transformation programme.
This is an exciting opportunity to play a key role in a major service transition programme involving multiple stakeholders, workstreams and partner organisations. The successful candidate will provide senior programme leadership, establish robust governance arrangements and ensure delivery remains on track against critical milestones.
You will be responsible for leading a complex, time-sensitive programme involving technical, operational, legal, financial, commercial and workforce workstreams.
Working closely with senior leaders and stakeholders, you will establish programme controls, governance structures and reporting arrangements, ensuring effective oversight and delivery throughout the programme lifecycle.
This is a hands-on delivery role requiring an experienced Programme Manager who can quickly establish programme structure, challenge delays, manage dependencies and maintain momentum across multiple workstreams.
Establish programme governance, controls and delivery frameworks.
Develop and maintain an integrated programme plan with clear milestones, dependencies and deliverables.
Lead and coordinate multiple project and workstream groups.
Establish clear reporting, assurance and escalation processes.
Drive delivery against critical programme milestones and timescales.
Manage programme risks, issues, dependencies, decisions and actions.
Challenge delays and implement corrective actions where delivery is at risk.
Provide high-quality reporting and assurance to senior leadership and programme boards.
Support decision-making through clear analysis, recommendations and programme updates.
Build effective relationships with stakeholders, delivery partners and senior leaders.
Facilitate collaboration across multiple organisations and teams.
Ensure programme documentation, governance and controls are maintained consistently.
Monitor progress and provide visibility of emerging risks and issues.
Support the successful implementation of programme outcomes.
Significant senior-level programme management experience.
Proven track record of delivering complex transformation, mobilisation, transition or service redesign programmes.
Experience managing large-scale programmes involving multiple stakeholders, workstreams and organisational dependencies.
Strong experience establishing programme governance, programme boards and reporting frameworks.
Experience developing and maintaining integrated programme plans, critical paths and delivery milestones.
Strong risk, issue, dependency and change management experience.
Ability to drive delivery at pace and challenge slippage where necessary.
Experience producing executive-level reports, programme board papers and strategic recommendations.
Excellent stakeholder engagement, communication and influencing skills.
Experience operating within complex, politically sensitive or public-sector environments.
Strong leadership skills with the ability to coordinate and challenge delivery teams effectively.
Ability to rapidly establish programme structure, accountability and delivery discipline.
Local government, combined authority or public-sector experience.
Transport, infrastructure or regulated service environment experience.
Public transport, bus service transformation or transport service transition programmes.
Public procurement, commissioning or complex commercial arrangements.
TUPE or workforce transition experience.
Experience working across multiple partner organisations.
Knowledge of MSP, PRINCE2, Agile or other recognised programme management methodologies.
