- To regulate the private rented housing sector by investigating complaints regarding public health and the private rented sector
- To support and provide advice to council members, stakeholders, external agencies, officers and members of the public in respect of statutory obligations
- To support a coordinated and proportionate approach to enforcement action across a range of functions in accordance with the council’s enforcement concordat
- Working with the Private Sector Housing and HMO Enforcement Manager to ensure that the team’s workload is appropriately managed and process and service improvements are identified and achieved
- To provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency
- To contribute to the delivery of an effective and focused Planning and Regulatory service for the council.
- Manage and authorise the day to day operation of the PSH team, including identifying training needs, recruitment, agreeing and setting targets, authorising absence requests, monitoring sickness and ensuring sufficient capability and capacity exists within the team. This includes enhancing the performance of the team through effective training, coaching and feedback.
- Recruit, train, coach and motivate new and established team members.
- Provide advice and guidance on the interpretation of procedures and regulations covering the work of the team and ensure learning and data sharing is consistent and facilitated across the team/service
- Working collaboratively with managers across the planning and regulatory service to deliver and monitor effective performance management, this includes ensuring internal performance data is available on workloads/backlogs/issues etc, meet quality and customer service standards and operate financial controls including income generation
- Manage the workload and resources of the team, preparing team plans and managing staff and providing input to service plans and monitoring and forecasting information as required for management purposes by the PSH and HMO Enforcement Manager and Regulatory Services Manager
- Detailed knowledge of current relevant legislation/codes of practice/regulatory framework across all core activities of the team and the ability to exercise sound professional judgement in its interpretation and implementation
- Demonstrable experience in the specialist areas covered by the service
- Demonstrable experience of investigating complex complaints, conditions and standards and decision making on the appropriate action to be taken by the Council in consideration of the legislation, case law, council procedures, policies and relevant codes of practice In depth knowledge of the HHSRS and its practical application
- Detailed knowledge of common housing faults and their potential remedies
- Demonstrable experience of enforcing public health legislation within a local authority setting
- Experienced in giving expert advice in court, tribunals, public enquiries, hearings or committees
- Experience of taking prosecutions through to Magistrates Court Experience of contributing to policy development and producing reports, policies and strategies
- Detailed knowledge of current trends affecting the service including developing national policy
- Good understanding of the requirements and codes of practice relating to criminal investigations and prosecutions
- An in depth understanding of health and safety and its practical application An understanding of the role of councils and how they interact with stakeholders
- Experience of successfully managing projects/performance with a good understanding of project management principles
- Experience of multi-agency, stakeholder and partnership working
- Performance and quality requirements for service delivery
- Experience of staff management and mentoring/developing
- Experience of working collaboratively in cross cutting organisational teams to deliver shared outcomes
- Experience of engaging with a wide range of staff and customers
- Experience of dealing with the public in responding to queries or complaints and delivering excellent customer care
- Excellent IT skills and computer literacy including use of licensing software, GIS and back office systems
- Degree or equivalent professional qualification in one or more of the disciplines covered by the service
- Membership of the Chartered Institute of Environmental Health
- Evidence of continuing professional development to maintain CPD as required by membership of relevant professional body
