The publication of the Governments 10-Year Health Plan: Fit for the Future sets out an ambitious agenda for the health of the population and for the NHS. As part of that ambition, it makes clear that every system requires an Integrated Care Board that will function as the strategic commissioner of local health services, responsible for all but the most specialised commissioning, using multi-year budgets to drive improvement. This means ensuring that the money available to our local health and care system is put to the best possible use: to improve the local population’s health, reduce health inequalities and improve access to consistently high-quality services.
The NHS needs commissioners who can better understand the health and care needs of their local populations, who can work with users, providers and wider communities and partners to develop strategies to improve health and tackle inequalities and who can contract with providers to ensure consistently high-quality, safe and efficient care. Improving access and waiting times, in particular against NHS constitutional standards, will continue to be core indicators of whether population needs are being met.
At the same time, we have a collective responsibility to reduce cost and become as effective as possible through reducing duplication and being clear on our core purpose. It is clear that there is much to do.
To meet these expectations, the Shropshire, Telford and Wrekin and Staffordshire and Stoke-on-Trent Integrated Care Boards (the ICBs) must consider options for workforce reductions whilst simultaneously ensuring we retain, adapt and grow those skills and capabilities needed to undertake our role as a strategic commissioner within our new Cluster arrangement.
To ensure we achieve our ambitions, the Senior Leadership structure has been reviewed to focus on the new requirements of the ICB to ensure this leadership function is fit for purpose and can excel in the role of strategic commissioning.
We are now inviting applications from colleagues employed within key partners (on a restricted basis) to express and interest and be considered for available roles in our new structure.
***Please note that the vacancy has been raised against Staffordshire and Stoke-On-Trent ICB for technical purposes only. NHS Staffordshire & Stoke-on-Trent and NHS Shropshire Telford and Wrekin are clustering, and successful candidates will join a single leadership team working across both ICBs. On appointment any successful internal post holder will remain employed by their current employer.***

Our goal as a clustered ICB is to lead and support delivery of the four Integrated Care System (ICS) aims across the geographies of Shropshire, Telford & Wrekin, Staffordshire and Stoke-on-Trent:

- Enhancing productivity and value for money
- Helping the NHS to support broader social and economic development.
***Please note the ICB is currently consulting with its workforce on proposed changes to contractual base locations and hybrid working arrangements, in order to support closer working as a cluster by moving to a consistent hybrid working model, using a hub and spoke approach with Keele Innovation Centre as the main ICB headquarters, alongside local hubs currently located in Wellington, Burton and Smithfield***
Job Summary
- This senior leadership role is responsible for setting and delivering strategic leadership across the ICB’s contracting, procurement, planning, performance oversight and assurance functions. The role is accountable for strategy and governance in this area and is responsible for innovation in contracting and market management. The DOCP&P will oversee the ICB’s arrangements with the Midlands Shared Service for Procurement, ensuring receipt of a high quality procurement service.
The role is also responsible for leading all operational planning, performance oversight and assurance activities for the ICB, ensuring that plans meet local healthcare needs and national requirements.
- As a key member of the CFO’s senior leadership team, the post holder will foster a culture of accountability and collaboration, providing expert advice to other senior leaders and supporting the ICB to achieve its strategic objectives.
