HSW & Operational Performance - Business Unit Lead
London -based · Major complex infrastructure
Urban CGI Digital Planning integrates behavioural science and innovative CGI-enabled planning technology into major infrastructure programmes. By embedding planning teams directly into delivery programmes, we bridge the gap between design intent and operational execution. With a focus on real-time simulations, AI-enhanced predictive modelling, and strategic communication, we ensure seamless stakeholder engagement and operational integration. For over 25 years, we have partnered with projects in sectors such as transport, energy, and urban development across Denmark, the UK, and Australia.
Experienced people, on serious programmes, still get hurt. Not because they don't care — because the procedure lived in a document nobody could follow at the moment it mattered. That is the problem we solve. We don't train. We allow the humans to mimic the guides behaviour and do the work right through Pixar quality simulated operating procedures, built on neuroscience and proven in action, delivered as avatar-guided products operatives empathize with and actually learn from.
The feedback is
"never seen this level of thought and detail"
"transformative to operational delivery"
"incidents are not only through the floor, behaviour and culture is through the roof"
We need someone to drive this business unit in the UK.
The Role
- You own a business unit, not a checklist. You take our current major-infrastructure contracts, deliver them to our standard that nobody else in the market can match, then grow them - into adjacent contracts, then into new projects and jurisdictions as stage 1.
- You are not the technical resource who builds the products. You work with the clients, scope the work, manage the technical resources who build it, and own the outcome: professional clarity, operational performance, and the numbers that prove it.
- Direct line to the CEO. Real ownership of growth and delivery.
What You'll Do?
- Work in the room and online with the hardest environments in the industry - tunnelling, construction, complex lifts, heavy civils - inside dynamic joint ventures and agency structures where the only leverage is credibility.
- Resolve procedures through facilitated negotiation and conversation. Get parties who don't agree to agree on how the work is actually done.
- Author and rework operating procedures, long form and short form.
- Scope and direct our technical team to turn those procedures into best-in-class avatar-guided standard operating procedures - video and interactive - published on a best-of-breed platform for micro-credentialing and per-question micro-behaviour analytics.
- Capture the metrics that prove and validate delivery. Make the business value and return on investment in operational performance impossible to argue with.
- Grow the platform offering into world's-best-practice course content in the niche areas where good knowledge is scarce and valuable: lifting exclusion zones, beam and load management, spray concrete lining, complex lifts, tunnel boring machine operations, fire and rescue in extreme environments, battery fires.
- Lead the team. Scale our HSW department in the UK.
- Work at the British Standards level - the work behind these procedures. Our customers says "we are the new standard".
What You Bring?
- 10+ years in HSW/HSE leadership.
- Client-side governance experience where you moved behaviour without direct authority.
- Facilitation skill. You can hold a room of people who disagree and leave with a procedure they will actually follow.
- A commercial head. You see HSW as a business function that reduces programme risk and grows revenue, not a cost centre.
- The judgment to own a business unit, scope technical work you won't build yourself, and hold a team to a standard.
What this is?
A business to build, not a seat to fill.
If this is you, let's talk.
The Engagement:
This is an ongoing contract role, hourly.
We're honest: this is hands-on delivery from day one - you'll own the contracts, shape the procedures, direct the team. But this isn't about proving yourself into authority. You start with real ownership. Your growth is scaling the business unit, expanding into adjacent contracts and new jurisdictions, with a direct line to the CEO.
When You Apply:
- Answer this: Describe a situation where you authored or reshaped operating procedures or standards in a complex environment - e.g., construction, infrastructure, safety-critical work. You had to get buy-in from teams or stakeholders who saw things differently. How did you resolve that, and what was the outcome?
- Send a quick Loom intro (2-3 mins – just you, your background, why you're keen, salary expectation and availability: date and weekly hours commitment?)

Pay: £30.00-£40.00 per hour
