Director
Finance and Currency Operations Department
The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a qualified and experienced individual to work as Director within our Finance and Currency Operations Department. Reporting to the Chief Operating Officer, the Director will be responsible for providing strategic oversight and management of the Finance and Currency Operations Department, ensuring alignment with the strategic and corporate objectives of the Authority. The postholder will be expected to provide effective team-orientated leadership, efficient resource management, quality service delivery and an operational environment committed to integrity and excellence.
This is a key for the Authority and the postholder will be responsible for, but not limited to:
- Contributing to the development and implementation of the BMA’s strategy and policy, and, in conjunction with other members of the senior management team ensuring that the business is managed in accordance with the declared vision, values, goals and priorities of the BMA
- Providing a sound financial management framework that supports effective decision-making, accountability and achievement of the Authority’s strategic objectives
- Leading and overseeing the Authority’s financial planning, budgeting, investment management, accounting and financial reporting functions; ensuring accuracy, compliance and alignment with organisational priorities
- Establishing and maintaining a continuous improvement framework for financial processes and reporting to enhance efficiency, effectiveness and responsiveness to stakeholders’ needs
- Overseeing contract management, procurement and payment services ensuring compliance with applicable employment, health and safety and regulatory requirements legislation for the Authority and staff
- Advising and assisting the Board and senior management in formulating and implementing legislation and policy aimed at maintaining the integrity of Bermuda’s currency (including securing approval for new currency products)
- Coordinating and managing the currency and vault operations in accordance with BMA standards and best practices, ensuring adherence to policy and internal controls
- Developing, implementing and maintaining appropriate policies and procedures to support the effective financial management and control of all aspects of currency operations, including risk management, security and infrastructure development
- Developing annual budgets for the effective management of the Department, ensuring controls are in place to monitor department operations and providing accountability for funds distributed in keeping with the goals/objectives of the BMA. Providing monthly variance report for the Board on interim results
- Reviewing annual budget submissions from all departments and providing the necessary support to assist the Chief Operating Officer in reviewing/approving BMA annual budgets
- Reviewing and evaluating the suitability of outsourcing for projects or time critical initiatives in collaboration with management, and overseeing approved consultant engagements to ensure the delivery of desired outcomes in a cost-effective, timely and accountable manner
- May be required to represent the Authority at various local and international meetings, conferences, seminars involving meetings and information exchanges with regulatory bodies, government agencies and the financial services industry and have personal interactions with, and be required to manage, develop and maintain key relationships with other regulatory bodies, governmental agencies and the financial services industry whilst keeping abreast of industry trends
- Leading and managing senior level staff in addition to providing support for technical and administrative issues that focus on the achievement of departmental goals
- Identifying training needs of employees and agreeing/establishing programmes for their development by way of formal training courses, special projects or on-the-job exposure
- Monitoring performance of individual team members and providing routine mentoring, feedback and preparing formal performance appraisal reports as prescribed by the performance management process
- Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
The position requires a proven technical and business background; therefore, the postholder must have:
- A Master’s degree or an equivalent qualification in a financial or accounting discipline from a recognised institution or professional body (e.g., CPA, CA, ACCA, CGMA).
- A minimum of twelve (12) years’ relevant experience, of which at least seven (7) years should be at a senior level in the financial services business, and/or working experience with a financial regulatory body
- Demonstrated experience leading organisational transformation, change management or business process improvement initiatives
- Experience operating as a member of a senior management team and contributing to corporate strategy development
- Strong stakeholder management and influencing skills, including engagement with boards, government agencies, regulators and external partners
- Familiarity with currency issuance, circulation management, and related legislative frameworks
- Knowledge of business continuity, operational resilience, and crisis management practices
