Post No. POSN005134 - Finance and Performance Officer - Gwent Area Planning Board
An exciting opportunity has arisen for a Performance & Finance Officer to join the Gwent Area Planning Board (APB) Substance Use team.
The APB exists to provide a regional framework to strengthen partnership working and strategic leadership in the delivery of the Welsh Government substance use action plan. Hosted by Newport City Council, the Substance Use team supports the work of the APB and oversees all contracting and monitoring of commissioned substance use services.
The Finance and Performance Officer is a key role supporting the effective management of substance use grant funding across the Gwent region. The post will provide high-quality financial management, monitoring and advisory services to the APB. You will:
Lead on budget preparation, monitoring and forecasting for APB revenue and capital grants.- Ensure accurate financial reporting and compliance with funding conditions and local authority financial regulations.
- Provide accurate financial information to board members including attending board meetings and responding to queries with the support of senior officers.
- Manage payments, invoicing and financial systems, including reconciliation and general ledger processes.
- Support providers and partners with financial processes and grant allocations.
- Prepare and submit quarterly and annual financial returns for Welsh Government.
- Provide financial advice and modelling to inform strategic decision-making.
- Work closely with internal finance teams and external partners across the region.
- Chair or contribute to provider finance review meetings and stakeholder discussions.
We are looking for a motivated and detail-oriented individual who can work both independently and collaboratively. The role requires strong analytical skills and the ability to communicate complex financial information clearly to a wide range of audiences.
This maternity cover post is offered as a secondment opportunity to develop experience in a regional partnership setting. The post holder should have experience of budget management, financial monitoring, analysing financial data and partnership working. Attention to detail, excellent communication, organisational and IT skills are key.
