Please note: This is not an internal HR or staff recruitment role. You will be recruiting, enrolling and supporting unemployed adults onto a government-funded (ESFA) employability and skills programme - not hiring staff for the organisation.
About the Role
This is a delivery-focused role at the heart of our London Talent Pathway Contract, a welfare-to-work skills programme supporting unemployed adults into sustainable employment. Working with referral partners such as Jobcentre Plus (JCP), the DWP, community centres, charities and training providers, you will generate a steady pipeline of learners and then own each learner's journey from first contact through to enrolment, onboarding, ongoing support and progression into work.
You will split your time between being out on-site meeting learners and partners and managing electronic enrolments end-to-end. The role suits someone equally comfortable building relationships face-to-face and staying on top of detailed funding-compliance and administrative processes. Every referral, enrolment and progression you manage has a real outcome: a person moving closer to, or into, meaningful employment.
This is an on-site role based at our Stratford office, not a remote or hybrid position. Mileage and travel expenses are covered for your London site visits.
Key Responsibilities
Partnership & Referral Development
- Build and maintain relationships with JCP, the DWP, community centres, charities and training providers to generate a steady referral stream into the London Talent Pathway Contract.
- Proactively identify new referral partners and opportunities, representing the organisation professionally at partner and community sites across London.
- Attend site visits to meet learners and partners directly, promoting the programme and supporting referral conversion.
- Act as a key point of contact for referral partners, maintaining strong, responsive working relationships to keep the pipeline flowing.
Enrolment & Onboarding
- Complete electronic learner enrolments from start to finish using Sunesis, ensuring accuracy and full compliance with funding rules.
- Screen learners and assess eligibility against programme and funding criteria.
- Collect and verify eligible ID documentation and all other evidence required to meet funding rules.
- Support learners through initial diagnostics, individual learning plans, and any funded paperwork required at onboarding.
- Welcome learners with a professional, supportive approach and coordinate the full sign-up process.
Compliance & Case Management
- Track and chase learner attendance, resolving issues promptly to keep learners engaged.
- Identify and resolve compliance issues flagged by the compliance team, keeping learner files complete, accurate and audit-ready.
- Action withdrawals and suspensions in line with programme process, chasing and completing all required withdrawal and feedback forms.
- Collect, log and store learner information accurately, updating trackers with detailed notes on progress, issues and actions taken.
- Support the preparation of compliance reports for internal and external audits.
Learner Support & Progression
- Respond to and resolve learner queries throughout their time on programme.
- Lead on learner progressions, supporting each learner to identify and move into suitable employment opportunities.
- Build relationships with employers to help source vacancies and job opportunities relevant to learners' goals.
- Prepare learners for interviews, including mock interviews and constructive feedback.
- Design and host workshops during and after the training course, covering topics such as workplace behaviour, interview techniques and confidence building.
- Provide empathetic, supportive challenge to learners, helping shift behaviours and mindsets where needed to support progression.
- Support each learner for a minimum of six months, or until they secure employment, whichever is longer.
Administration
- Maintain accurate learner and partner records using organisational systems, including Sunesis and internal trackers.
- Provide general administrative support including filing, scanning and data entry.
- Schedule appointments, meetings, workshops and site visits as required.
- Contribute to continuous improvement of onboarding, compliance and employability support processes.
Desirable Skills & Experience
- Experience building and managing partnerships or referral relationships, ideally with organisations such as JCP, DWP, community centres, charities or training providers.
- Experience with learner onboarding and enrolment on funded programmes, including working to funding or compliance rules.
- Strong understanding of eligibility checking, ID verification and evidence-gathering requirements for funded programmes.
- A genuine motivation for the outcome of the job: supporting people into sustainable employment.
- Confident, empathetic communicator, able to support and encourage learners while also challenging behaviours and mindsets constructively.
- Proactive and self-sufficient - able to spot potential issues in advance and resolve them without needing consistent oversight.
- Computer literate, confident using Microsoft Office (Word, Excel, Outlook) and case management or CRM-style systems.
- Excellent organisational skills, with the ability to manage a caseload, prioritise, and keep detailed, accurate records.
- Comfortable working both independently and as part of a team, in a fast-paced, target-driven environment.
- Willingness and ability to travel regularly to partner and learner sites across Greater London.
- Experience using Sunesis or similar learner/enrolment management systems.
- Knowledge of ESFA funding rules and audit requirements for funded training or employability programmes.
- Experience delivering workshops or group sessions on topics such as employability, confidence building or workplace behaviour.
- Existing relationships with JCP, DWP, community organisations, charities or training providers in London.
- Experience mentoring or informally supporting colleagues.
- A relevant qualification in employability, education, skills, advice & guidance, social care or a related field (not essential).
Safeguarding & Compliance
This role involves working with learners who may be vulnerable and handling sensitive personal and funding-related documentation. The successful candidate will be expected to handle all learner information with discretion, maintain accurate and audit-ready records, and demonstrate a strong commitment to safeguarding and compliance throughout their work. An enhanced DBS check is mandatory for this role.
Pay: £26,000.00-£30,000.00 per year
