Payroll Manager
Location: Spennymoor (Hybrid Working)
Pay Rate: £18.35 per hour (PAYE) / £23.97 per hour (Umbrella)
Contract: Temporary
Hours: Full-time – 37 hours per week
Seven Resourcing is recruiting for an experienced Payroll Manager to join a busy local authority on a temporary basis. This is an excellent opportunity for an accomplished payroll professional to lead payroll operations, manage a dedicated team, and ensure the accurate and compliant delivery of payroll services within a public sector environment.
The Role
As Payroll Manager, you will oversee the day-to-day delivery of payroll services, ensuring employees are paid accurately and on time while maintaining compliance with payroll legislation and local government requirements. You will also lead continuous improvement initiatives, support payroll system developments, and work closely with HR, Finance, and other key stakeholders.
Key Responsibilities
- Lead and manage the payroll team, providing day-to-day supervision and support.
- Oversee the accurate and timely processing of payroll for a large workforce.
- Ensure compliance with payroll legislation, HMRC requirements, pensions, and local government policies.
- Manage payroll reconciliations, reporting, and audit requirements.
- Resolve complex payroll queries and provide expert advice to managers and employees.
- Monitor team performance and identify opportunities to improve payroll processes and service delivery.
- Work collaboratively with HR, Finance, and external stakeholders to ensure seamless payroll operations.
- Support payroll system enhancements, testing, and process improvements.
- Maintain high standards of data accuracy, confidentiality, and internal controls.
Requirements
- Significant experience managing payroll operations from end to end.
- Previous experience supervising or managing a payroll team.
- Strong knowledge of UK payroll legislation, statutory payments, pensions, and HMRC regulations.
- Experience working within local government or the wider public sector is highly desirable.
- Excellent analytical, organisational, and problem-solving skills.
- Strong communication skills with the ability to build effective relationships across departments.
- Experience using payroll and HR systems within a complex organisation.
