Act as the central interface between design, engineering, HSE/CDM, commercial, procurement, construction teams, and all external stakeholders.
Ensure all pre‑construction deliverables are completed to the required standard, including surveys, planning applications, designs, RAMS, CPP, grid applications, risk registers, and build packs.
Serve as the CDM lead for pre‑construction, managing duties under the Client, Principal Designer, and Principal Contractor (as applicable).
Own the gateway process to ensure a structured and compliant handover meeting is completed with the Construction Manager / Project Manager before delivery begins.
Main Duties
Pre‑Construction Leadership:
- Lead all pre‑construction activities for assigned projects.
- Define pre‑construction programmes and track progress against key milestones.
- Facilitate early‑stage technical and feasibility assessments.
- Chair and minute pre‑construction progress meetings.
- Programme from Sales to construction handover
CDM Responsibilities:
Act as the pre‑construction CDM owner, ensuring:
- Pre‑construction information (PCI) is compiled and controlled.
- All surveys and investigations required under CDM are undertaken (GPR, topo, structural, geotechnical, asbestos, ecology, etc.).
- Design risk assessments are completed.
- Designers discharge duties under CDM Part 4.
- Construction Phase Plans and RAMS are reviewed and aligned prior to handover.
- Collaborate with QHSE and PD/CDM advisors to maintain compliance.
Design & Engineering Coordination:
Manage the flow of design information from concept detailed design
- IFC.
- Coordinate structural, electrical, civil, and specialist design inputs.
- Review design output for compliance, functionality, and constructability.
- Oversee layout design, cable routing, HV/LV integration, and structural assessments.
Grid Applications & Technical Approvals:
- Lead the G98/G99/G100 application lifecycle.
- Engage with DNOs/IDNOs to secure budget quotations, formal offers, and technical approvals.
- Monitor and report on grid constraints, curtailment, and export limitations.
Surveys, Planning & Regulatory:
- Commission and interpret surveys: topographical, structural, ecological, planning constraints.
- Oversee planning applications where required (ground‑mount and canopy systems).
- Ensure all environmental and statutory obligations are met.
Commercial & Procurement Interface:
- Support estimating with design assumptions, risk identification, and value engineering.
- Manage supplier/contractor RFIs, clarifications, and early procurement requirements.
- Ensure scope, exclusions, interfaces, and constraints are clearly documented.
Stakeholder & Client Management:
- Act as the client's primary pre‑construction contact.
- Coordinate with landlords, planners, consultants, DNOs, OEMs, and subcontractors.
- Ensure expectations, responsibilities, and deliverables are clearly communicated.
Handover to Construction:
Prepare complete construction-ready build packs including:
- Final designs and IFC drawings
- RAMS & CPP
- Permits, planning conditions, and regulatory approvals
- Procurement schedules
- Survey outputs
- Grid approvals
- Risk register & design risk assessments
- Lead a formal handover meeting with construction, securing sign‑off from Delivery.
Essential:
- Strong experience in renewable energy pre‑construction
- Knowledge of CDM Regulations and experience acting under PD/PC duties.
- Ability to coordinate multi‑disciplinary design and engineering teams.
- Understanding of DNO/IDNO processes (G98, G99, G100).
- Strong communication and organisational skills.
- Ability to interpret surveys, designs, and technical documents.
Desirable:
- Experience with BESS, EV, or microgrid integrations.
- CAD, PV modelling, or engineering software experience.
- Structural or civil engineering understanding for mounting structures.
- NEC/JCT contract familiarity.
