Job Overview
The postholder will be responsible for the oversight and monitoring of grant assisted projects under grant schemes managed by Co-operation Ireland, including processing of claims for drawdown of grant assistance ensuring compliance with letter of offer conditions.
Main Duties and Responsibilities
Project Monitoring
- Manage a portfolio of grant assisted projects to ensure delivery to achieve scheme objectives.
- Monitor progress of grant aided projects against Letter of Offer requirements, including review of project progress reports.
- Provide regular update reports on progress of grant delivery to the Programme Manager.
- Actively monitor project risk and make recommendations to the Programme Manager on suitable risk mitigations, including making recommendations of changes to funded projects as necessary.
Claims Processing and financial management
- Undertake vouching and verification of claims submitted by Grant Recipients to ensure that expenditure complies with the terms and conditions of the Letter of Offer.
- Preparation of written reports detailing that the expenditure by the Grant recipient has been satisfactorily vouched, specifically addressing any expenditure which is not recommended for payment.
- Preparation of the payment recommendation forms for submission and approval by the Programme Manager.
- Assist with the development, implementation and maintenance of financial systems and procedures.
- Provide advice and assistance to grant recipients relating to grant conditions, payment processes and delivery of their grant assisted project.
- Attending and representing Co-operation Ireland at meetings with stakeholders as required.

PERSON SPECIFICATION
Educational and Professional Qualifications
Essential
- Degree level qualification or equivalent experience
Desirable
- 3rd level qualification in a related field.
Previous Experience/Training
Essential
- Experience of Grants Management including vouching and verification of grant expenditure
- Proficient with the use of Microsoft Office packages.
Either:
- Experience of supporting Voluntary and community sector organisations in project delivery.
Or
- Experience of project delivery in the Voluntary and Community Sector
Desirable
- Experience of delivery of capital grants funding.
- A financial or accounting qualification.
- Familiarity with a range of other projects, grants management, data and people management software.
Other
Essential
- Willing and able to travel within NI, IRE and occasionally further if required.
- Willing and able to work occasional extended hours if required (within Co-operation Ireland’s Flexible Working Policy).
- Possession of a valid driver's licence and access to a car for business purposes.
