Job Description

The role supports the development and implementation of an integrated Asset Management Strategy across AGS airports, aligning Strategic Development Plans, Business Plan objectives, and delivery plans to optimise capital investment and return.

It is responsible for developing and maintaining the medium- to long-term investment portfolio, using asset condition, risk, commercial performance, and external drivers to inform decision-making. The role provides analysis and scenario planning to support executive decisions, balancing affordability, service levels, and commercial outcomes to optimise the capital portfolio.

The role leads the development of robust 3-year rolling investment plans, ensuring alignment with strategic growth and asset lifecycle requirements, and acts as a key interface across the business to support high-quality, evidence-based business cases.

It also provides management of external quantity surveying resources, working collaboratively with Capital Delivery and Portfolio teams to ensure cost certainty, commercial compliance, and value for money across the full capital programme lifecycle.

Principle accountabilities
investment Planning & Strategy

Develop and maintain 05 year rolling capital investment plans, ensuring alignment with AGS strategy, asset lifecycle requirements, and business priorities.

Deliver robust 3-year investment plans with defined scope, cost certainty, and risk profiles to support business planning and budgeting.
Capital Prioritisation & Governance
-
Apply and manage capital prioritisation frameworks and criteria, ensuring consistent, value-driven investment decisions.

Support transparent, auditable governance processes, embedding whole-life costing and value-for-money principles.
Scenario Planning & Risk Management
-
Develop scenario plans and investment options to support decision-making under uncertainty and changing conditions.

Assess portfolio impacts of regulatory, environmental, and sustainability drivers, supporting effective risk management and plan resilience.
Stakeholder Management & Alignment
-
Act as a key interface across Asset, Growth, Sustainability, and delivery teams, ensuring alignment of capital plans and priorities.

Engage, influence, and challenge stakeholders to drive innovative, whole-life value solutions.

Manage dependencies and conflicting requirements to enable effective and timely decisions.
Cost Intelligence & Options Development

Lead options development, cost planning, and business case support, including feasibility and concept design.

Develop and apply cost intelligence, benchmarking, and analysis to improve cost certainty and support investment decisions.
Commercial & Programme Integration

Support commercial and financial management, ensuring robust budget development, cost assurance, and contract compliance.

Work with delivery teams to optimise the capital programme, including identification of enabling works and efficiencies.
Leadership & Continuous Improvement

Support the development of team capability, standards, and best practice in investment planning and cost management.

Promote continuous improvement, innovation, and sustainability integration across capital planning activities.
Qualifications and experience
-
Degree qualified (or equivalent) in engineering, construction, or a business-related discipline, with membership of a recognised professional body (e.g. RICS) desirable.

Experience in quantity surveying and commercial management on projects typically >£5m, alongside experience in capital investment planning, portfolio management, or medium- to long-term planning.

Strong knowledge of the NEC suite of contracts, including administration and negotiation processes.

Experience working in complex, live operational environments, with airport or regulated industry experience desirable, and the ability to coordinate cross-functional teams and manage external advisors.

Strong ability to analyse complex information, develop structured evaluations, and determine optimal solutions.

Experience in scenario planning, risk assessment, and balancing trade-offs between cost, service, and performance.

Sound understanding of asset lifecycle management and whole-life costing, with the ability to apply cost intelligence, benchmarking, and data-led insights to improve decision-making and cost certainty.

Ability to produce clear, concise, and well-structured reports to support effective decision-making.

Strong stakeholder management skills, with the ability to build relationships, influence outcomes, and communicate effectively, including negotiation and constructive challenge.

Demonstrates resilience, adaptability, and sound judgement, operating effectively in complex or changing environments, and able to work collaboratively through influence while balancing competing priorities.
