Role Overview
- Fortix Limited is seeking an experienced Tender & Bid Evaluation Specialist to support the analysis and evaluation of tender opportunities across the health and social care sector.
- This role is ideal for a former local authority/council professional with experience in commissioning, procurement, or contract management who understands how public-sector tenders are assessed and awarded.
- You will play a key role in reviewing tender opportunities and supporting the development of competitive, compliant submissions for supported living/accommodation and domiciliary care services.
Salary & Working Pattern
- Salary: £65,000 - £75,000 per annum (depending on experience).
- This role is offered on a Full-Time Equivalent (FTE) basis.
- Fortix is open to applications from candidates seeking part-time work arrangements or job-share opportunities.
- Full-time applicants must be available to commit a minimum of 37.5-40 hours per week.
- Part-time applicants must be available for a minimum of 24 hours per week.

Must-Have Experience
Prior experience working within a UK local authority, with direct involvement in evaluating supplier bids and understanding council procurement processes from the buyer’s perspective.
Key Responsibilities
- Evaluation of the quality of tenders being submitted.
- Evaluation of the quality of tenders being submitted.
- Monitoring end-to-end tender submissions, from initial review to final submission.
- Review tender documents, service specifications, and evaluation criteria in detail.
- Assess bid viability, risks, and strategic fit for Fortix services.
- Work closely with the bid writing team to shape responses based on evaluation insights.
- Ensure compliance with procurement rules, frameworks, and statutory care requirements.
- Ensure all submissions align with regulatory standards (e.g. CQC expectations).
- Analyse scoring methodologies to maximise bid competitiveness.
- Maintain structured records of opportunities, outcomes, and feedback.
- Provide insight into council commissioning priorities and decision-making patterns.
- Analyse feedback from unsuccessful bids to improve future submissions.
Requirements
- Proven ability to develop pricing strategies and commercial models that balance competitiveness with profitability.
- Previous experience working within a local authority/council (e.g. commissioning, procurement, or contracts team) is preferred.
- Proven experience in writing and submitting successful tenders in health & social care.
- Strong understanding of public sector procurement processes.
- Knowledge of supported accommodation and/or domiciliary care services will be of advantage.
- Excellent written communication and attention to detail.
- Ability to interpret complex documentation and translate it into clear responses.
- Strong organisational and time management skills.
- Demonstrable experience working with legal counsel and securing counsel contracts in relation to procurement, tendering, dispute management, or contractual matters within the public sector and/or health and social care environment.
Desirable
- Experience working with care providers or within a CQC-regulated environment.
- Professional certification in bid management (APMP Practitioner or higher).
- Experience with bid management tools or equivalent content libraries.
- Familiarity with social value frameworks (TOMs) and Procurement Policy Notice (PPN) compliance requirements.
- Experience in influencing commissioners and presenting at moderation panels.
- Understanding of Provider Selection Regime (PSR) regulations.
- Experience in challenging procurement decisions and handling clarification processes.
