Position: Finance Business Support Officer (Grade 4)

Pay Rate: PAYE: £116.86 per day
Job Responsibilities
The Finance Business Support Officer will provide efficient financial and administrative support to the Finance Team, ensuring the accurate processing of placement, commissioning, and contract payments while maintaining compliance with the Council's financial regulations and audit requirements.
Key responsibilities include:
- Process placement, commissioning, and contract payments in line with the Council's financial regulations and audit requirements
- Verify funding authorisations before approving invoices for payment
- Request outstanding funding agreements where required to ensure timely payment processing
- Ensure all payments comply with agreed contract terms and financial procedures
- Process invoices accurately and promptly for Adult and Children's Social Care placements
- Maintain accurate financial records, monitor invoice processing status, and ensure data integrity
- Produce regular budget monitoring reports to support financial planning and forecasting
- Assist the Finance Team Leader with year-end activities, including identifying creditors, accruals, and supporting financial close processes
- Investigate and resolve financial queries relating to commissioned services, placements, and invoices
- Communicate effectively with service providers regarding payment and financial matters
- Provide general administrative support to the Finance Team Leader and wider finance team
- Manage own workload effectively, prioritising tasks to meet deadlines and service requirements
- Maintain confidentiality and comply with financial regulations, data protection requirements, and Council policies
- Carry out any other duties appropriate to the role to support the efficient operation of the department
Person Specification
Essential Criteria
Qualifications and Training
- Relevant finance, business administration, or accounting qualification or equivalent relevant experience
- Good standard of literacy and numeracy
- Relevant IT skills, including experience using Microsoft Office applications
Knowledge and Skills
- Strong attention to detail with the ability to work quickly and accurately
- Excellent organisational skills with the ability to manage competing priorities
- Good written and verbal communication skills
- Ability to use Microsoft Excel and other Microsoft Office applications
- Ability to work independently, use initiative, and solve problems effectively
- Ability to maintain accurate financial records and process information efficiently
- Ability to handle confidential financial information appropriately
Experience
- Previous experience in a high-volume invoice processing or finance administration role
- Experience processing invoices and maintaining accurate financial records
- Experience investigating and resolving payment or financial queries
- Experience providing administrative support within a finance environment
- Experience working to financial procedures and meeting strict deadlines
Communication and Teamwork
- Ability to communicate professionally with colleagues, managers, service providers, and external stakeholders
- Ability to build positive working relationships and contribute effectively within a team environment
- Confidence in dealing with external providers regarding financial matters
Desirable Criteria
- Good working knowledge of Microsoft Excel
- Experience working within Local Government, Adult Social Care, Children's Social Care, or a similar public sector finance environment
- Knowledge of Council financial regulations, audit requirements, and payment processes
- Experience supporting budget monitoring or financial reporting activities
