All About Civils Ltd is an established civil engineering and groundworks contractor based in Nottinghamshire, delivering projects across the East Midlands and wider UK.
Our works cover a broad range of civil engineering activities including groundworks, drainage, highways, surfacing, concrete works, utilities, external works, landscaping and associated infrastructure projects.
Due to continued growth and an increasing tender workload, we are looking to recruit an experienced Quantity Surveyor / Estimator to join our in house commercial team.
The Role
This is a varied commercial role suited to someone with a strong understanding of civil engineering who is comfortable managing quotations and tenders from initial enquiry through to submission.
The successful candidate will primarily be responsible for pricing small to medium sized works independently while assisting our Head Quantity Surveyor with larger and more complex projects.
A significant proportion of our opportunities are received through local authorities, public sector organisations, framework agreements and formal procurement portals. Therefore, a good understanding of public procurement and tendering procedures is essential.
Key Responsibilities
The role will include:
- Reviewing incoming enquiries, tender documents, drawings and specifications.
- Preparing estimates and quotations for small and medium sized civil engineering works.
- Completing detailed material, labour, plant and subcontractor take offs.
- Obtaining and analysing supplier and subcontractor quotations.
- Building up competitive rates for labour, plant and materials.
- Completing and submitting public sector tenders.
- Assisting with Selection Questionnaires, ITTs, framework applications and other procurement submissions.
- Understanding and responding to tender evaluation criteria.
- Preparing Bills of Quantities and pricing schedules.
- Identifying tender risks, exclusions, qualifications and commercial opportunities.
- Carrying out site visits prior to pricing works where required.
- Liaising with clients to clarify scopes of work and tender requirements.
- Working alongside the Head Quantity Surveyor to price larger civil engineering projects.
- Assisting with value engineering and alternative construction proposals.
- Maintaining tender records and monitoring tender submissions and outcomes.
- Supporting the operational team with commercial information following successful tender awards.
- Assisting with variations, additional works and commercial reviews where required.
- Helping develop and maintain the company's estimating and rate databases.
Applicants must have:
- Previous experience within an estimating, quantity surveying or commercial role within civil engineering, groundworks or a closely related construction sector.
- A strong practical understanding of civil engineering and groundworks.
- Experience interpreting construction drawings, specifications and Bills of Quantities.
- Experience preparing quotations and tender submissions.
- A strong understanding of UK public sector procurement and tendering processes.
- Experience working with tender portals and formal ITT documentation.
- The ability to complete accurate construction take-offs.
- Good commercial awareness and understanding of labour, plant and material costs.
- Strong Microsoft Excel skills.
- Good written communication skills, particularly when preparing tender responses.
- The ability to manage multiple tenders and deadlines simultaneously.
- A full UK driving licence, as site visits will form part of the role.
Civil Engineering Knowledge
Candidates should have a good understanding of several of the following areas:
Groundworks, earthworks, drainage, roads and sewers, utilities, concrete works, foundations, kerbing and paving, highways, tarmac and surfacing, fencing, external works, hard landscaping and general infrastructure works.
Practical construction knowledge and the ability to understand how works will actually be delivered on site will be highly valued.
Desirable Experience
It would be beneficial to have experience with:
- Local authority and public sector tenders.
- Construction frameworks and Dynamic Purchasing Systems.
- NEC, JCT or similar construction contracts.
- National Schedule of Rates or other construction pricing databases.
- Estimating software.
- Measurement and take off software.
- Post tender commercial management.
- Subcontractor procurement.
- Preparing tender quality responses and method statements.
Formal Quantity Surveying or Construction qualifications are desirable, although applicants with strong practical estimating and civil engineering experience will also be considered.
The Person
We are looking for someone who is commercially minded but also understands construction from a practical perspective.
You should be able to look at a drawing, specification or site and understand what labour, plant, materials and methodology will be required to deliver the works.
You will need to be organised, confident working independently and capable of taking ownership of smaller tenders while working closely with our Head Quantity Surveyor and operational management team on larger opportunities.
Attention to detail is extremely important, particularly when reviewing tender documentation, identifying exclusions and ensuring submissions are compliant with procurement requirements.
