We have an exciting opportunity for a passionate and experienced Responsible Individual (RI) to provide strategic leadership and governance for a Children's Residential Home in Birmingham.
This is a senior leadership position for someone with extensive knowledge of Ofsted regulations, Children's Homes Regulations 2015, safeguarding, and quality assurance. You'll play a vital role in ensuring exceptional care, regulatory compliance, and outstanding outcomes for children and young people.
Working alongside an experienced Registered Manager and senior leadership team, you'll help shape a service that strives for Outstanding in everything it does.

The Role
As the Responsible Individual, you will provide strategic oversight of the children's home, ensuring full compliance with Ofsted, the Children's Homes Regulations, and the Quality Standards.
You will champion high-quality care, safeguarding excellence, strong governance, and continuous improvement while supporting the Registered Manager to achieve outstanding outcomes for children.
Key ResponsibilitiesOfsted Compliance & Regulatory Leadership
- Act as the Responsible Individual in accordance with Ofsted requirements.
- Ensure full compliance with the Children's Homes Regulations 2015 and Quality Standards.
- Lead organisational readiness for Ofsted inspections with the aim of achieving and maintaining Good or Outstanding ratings.
- Oversee implementation of recommendations arising from Ofsted inspections.
- Review and monitor Regulation 44 and Regulation 45 reports, ensuring robust action plans are completed.
- Maintain effective governance and regulatory oversight across the service.
Leadership & Governance
- Provide strategic leadership and direction for the children's home.
- Support, coach and appropriately challenge the Registered Manager to deliver exceptional standards.
- Ensure policies, procedures and governance systems remain compliant and effective.
- Promote a culture of accountability, continuous improvement and child-centred practice.
Quality Assurance
- Monitor and evaluate the quality of care provided to children and young people.
- Ensure care planning is person-centred, therapeutic and outcome-focused.
- Review safeguarding concerns, incidents, complaints and serious events, ensuring timely and appropriate action.
- Complete quality audits and drive service improvements through robust action planning.
Safeguarding
- Ensure safeguarding remains at the heart of all service delivery.
- Act as a senior escalation point for safeguarding concerns.
- Ensure compliance with safeguarding legislation, statutory guidance and best practice.
- Promote positive outcomes, stability and wellbeing for every child.
Service Development
- Support the registration and development of new Children's Residential Homes.
- Lead and support Ofsted registration applications and liaise directly with regulators.
- Contribute to organisational growth and service expansion.
- Support financial sustainability while maintaining the highest standards of care.
About You
We're looking for an experienced leader who has a proven track record within Children's Residential Care.
Essential
- Previous experience as a Responsible Individual, Registered Manager, Regional Manager, Operations Manager, or senior leader within Children's Residential Care.
- Excellent knowledge of Ofsted, Children's Homes Regulations, Quality Standards and safeguarding legislation.
- Experience preparing services for Ofsted inspections.
- Strong leadership, governance and quality assurance experience.
- Excellent communication, decision-making and organisational skills.
- Passionate about improving outcomes for children and young people.
Desirable
- Level 5 Diploma in Leadership and Management for Residential Childcare (or equivalent).
- Experience registering new children's homes with Ofsted.
- Experience supporting multiple children's residential services.
