We are looking for an experienced and motivated Housing Development Manager to lead on the development of major housing projects within the city and in particular, to support the Council’s delivery strategy for the Charterholme Sustainable Urban Extension.
As Housing Development Manager, you will lead on the preparation and delivery of robust development strategies for individual sites and the wider housing pipeline. You will work closely with internal services including housing, finance, legal, property and planning, as well as external partners, including developers, contractors, consultants and wider stakeholders.
You will be responsible for managing complex projects, capital budgets, procurement activity, grant funding requirements and development contracts, ensuring that schemes are delivered in line with Council policies, project management standards, legal requirements and agreed quality and commercial objectives.
We are seeking someone with a strong track record in housing development, construction, planning and regeneration. You will be confident in leading complex residential development projects, managing professional teams and working collaboratively with a wide range of internal and external partners.

- Experience of delivering high-value, complex residential development projects from inception to completion.
- Strong project management, procurement, contract management and financial management skills.
- Commercial awareness, including the ability to produce and understand development viability, cash-flow and business case requirements.
- Excellent communication, negotiation and partnership-working skills.
- The ability to interpret and present complex financial, legal and technical information to support decision making.
