This would be on a rent a chair basis . Would be a great opportunity for a local barber with a clientele to come in and operate there own business and also pick up overflow clients from the other barbers that work in the shop and also take some walk in customers to add to there clientele and build there buisness bigger. Your own clientele is not essential as this is a very busy area with massive potential, but you would have to promote yourself around the local area to build yourself up and build your buisness.
