Sizewell C is a large, planned nuclear power station being built on the Suffolk coast in the UK. The project is expected to generate 3.2 GW of clean electricity, enough for 6 million homes. This is a significant part of the UK’s strategy for clean energy and energy security, with the goal of providing reliable, low-carbon power and supporting economic growth. About H. W. Martin (Traffic Management) Ltd:
We provide data-led, traffic management services within a temporary environment. Put simply, we guide vehicles around roadworks in the safest, most efficient way possible whilst permanent improvements are made to the country’s highways.
We collate data to find ways of making the temporary traffic management strategies we deploy as safe, swift and synchronised as possible.
We also provide an emergency traffic management intervention on behalf of our clients in the event of a situation that poses an immediate risk to health, life, property or the environment. For example, in the event of widespread flooding.
The Opportunity
H W Martin (Traffic Management) Limited is seeking a proactive Skills, Social Value & Performance Lead to drive workforce development, training assurance, Social Value delivery, and performance reporting across our Sizewell C project.
You will act as the key point of contact for skills and Social Value initiatives, ensuring programmes are effectively planned, delivered, evidenced, and reported in line with Sizewell C requirements. This is a high-profile role focused on reducing workforce risk, supporting mobilisation, and delivering measurable, audit-ready outcomes.
Key Responsibilities
- Develop and maintain skills pipelines through partnerships with colleges, training providers, employability organisations, and Jobcentre Plus.
- Lead apprenticeship, trainee, and workforce development programmes, ensuring effective pathways into employment.
- Deliver employment and skills-related Social Value commitments, including community engagement and veterans’ employment initiatives.
- Coordinate and assure training, competence, induction, and mobilisation requirements.
- Monitor performance through KPIs, dashboards, and reporting frameworks.
- Maintain audit-ready evidence and support client reviews, inspections, and assurance activities.
- Act as the primary liaison with the Sizewell C Employment Affairs Unit on skills, Social Value, and performance matters.
What we are looking for
Essential:
- Experience in skills, training, apprenticeships, workforce development, or employability programmes.
- Background in training assurance, competence management, or mobilisation activities.
- Experience delivering or supporting Social Value initiatives with measurable outcomes.
- Strong stakeholder engagement, performance management, and reporting skills.
- Experience supporting audits, compliance, or assurance processes.
- Excellent communication and organisational abilities.
- Full UK driving licence (or ability to travel independently).
Desirable:
- Experience on major infrastructure, construction, or regulated projects.
- Knowledge of client People Requirements or similar workforce frameworks.
- Experience with veterans’ employment programmes, social enterprises, or community partnerships.
- Qualifications in leadership, training, employability, coaching, mentoring, or continuous improvement.

- Effective, compliant, and audit-ready training and competence arrangements.
