About the role
Balfour Beatty are recruiting for a Project Controls Manager to join our Work
Winning Team, to help develop the bid and then go on to deliver the works on Site
for a complex secure building and infrastructure project in South Cumbria.
The Works will be from RIBA stage 2 through to construction and handover, which
will be executed in stages over the next eight years. Balfour Beatty intend to deliver
infrastructure enabling works, build new manufacturing and office facilities, and
redevelop existing industrial buildings on the site. This is your chance to be part of

What you'll be doing
Leadership & Strategy
- Support the Programme Director and Head of Project Controls in leading the
project controls function across a major programme.
- Lead and develop Planning, Risk and Cost Control Managers, fostering a high-
performance culture.
- Build strong relationships with the Client, partners and supply chain stakeholders.
- Develop and implement the project controls strategy, driving governance,
consistency and best practice.
- Champion continuous improvement, digital innovation and alignment between
client and contractor controls systems.
Project Controls
- Lead the development and maintenance of robust project controls systems,
processes and reporting.
- Establish performance measurement frameworks, including KPIs, productivity
metrics and forecasting.
- Oversee baseline management, change control, earned value management and
performance reporting.
- Provide insightful analysis to support informed decision-making by the project
leadership team and Client.
Planning
- Provide strategic oversight of programme planning activities within the Primavera
P6 environment.
- Ensure development and maintenance of integrated, NEC-compliant schedules
across all project lifecycle stages.
- Oversee integration of project schedules into the wider programme master
schedule.
Risk Management
- Lead the integration of risk and opportunity management within project controls
processes.
- Ensure programme impacts of risks and uncertainties are quantified, modelled
and communicated effectively.
- Oversee schedule and cost risk analysis, scenario planning and mitigation
strategies.
Cost Control
- Provide strategic oversight of project cost management, forecasting and financial
performance.
- Ensure robust cost control processes are implemented, maintained and aligned
with programme objectives.
- Oversee budgeting, cost reporting, change management and estimate-at-
completion forecasting.
- Support commercial and delivery teams in identifying cost risks, opportunities and
value improvement initiatives.
Governance & Assurance
- Ensure compliance with NEC contract requirements, project controls standards
and governance processes.
- Lead project controls assurance activities, audits and reporting reviews.
- Provide accurate and timely reporting to the project leadership team and Client.
Who we're looking for
Experience leading project controls on major construction projects.
- Proven leadership of planning, risk and cost control teams.
- Strong client, stakeholder and supply chain management skills.
- Experience developing project controls strategies and governance.
- Strong NEC contract knowledge and programme management experience.
- Advanced Primavera P6 skills, including resource management.
- Experience with baseline management and change control.
- Strong knowledge of earned value management and forecasting.
- Ability to analyse programme performance and drive corrective action.
- Experience with schedule and cost risk analysis (QSRA).
- Good understanding of risk and opportunity management.
- Knowledge of budgeting, cost control and financial reporting.
- Experience integrating planning, risk and cost data.
- Strong reporting, communication and presentation skills.
- Experience leading assurance reviews and audits.
- Commitment to continuous improvement and digital innovation.
- Experience delivering complex buildings and MEP systems desirable.
- OND, HND or Degree in a relevant discipline.
