As Interim Registered Service Manager, you will be responsible for the overall leadership, management, compliance and ongoing development of our Ofsted-regulated supported accommodation service.
This role extends beyond regulatory compliance and day-to-day management. We are seeking an individual who can demonstrate initiative, commercial awareness and a proactive approach to service development.
The successful candidate will work closely with the Directors to ensure the service remains compliant, financially sustainable and responsive to the changing needs of local authorities and young people.
In addition to overseeing safeguarding, quality assurance, staffing and service delivery, you will play a key role in:
- Assessing new referrals and placement opportunities.
- Developing bespoke support packages based on individual needs.
- Creating and reviewing placement fee proposals.
- Identifying appropriate staffing levels and support models.
- Supporting occupancy and service growth.
- Contributing to invoicing, placement reconciliation and financial oversight.
- Building strong relationships with commissioners, social workers and local authorities.
- Identifying opportunities for improvement and driving positive change.

Key ResponsibilitiesLeadership & Management
- Provide effective leadership and direction across the service.
- Promote a child-centred, trauma-informed and outcome-focused culture.
- Recruit, induct, supervise and develop staff.
- Conduct regular supervisions, appraisals and team meetings.
- Ensure staffing levels and rotas meet operational requirements.
- Promote continuous professional development and best practice.
Regulatory Compliance
- Ensure full compliance with Ofsted regulations and Supported Accommodation Quality Standards.
- Maintain effective oversight of policies, procedures and quality assurance systems.
- Lead preparation for Ofsted inspections and regulatory visits.
- Monitor service performance and implement improvement plans where necessary.
- Ensure accurate record-keeping and compliance documentation.
Safeguarding & Young People's Welfare
- Lead safeguarding practice across the service.
- Manage safeguarding concerns, incidents and referrals appropriately.
- Ensure risk assessments, support plans and key-working documentation remain up to date.
- Promote positive outcomes, independence and wellbeing for young people.
Service Development & Placement Management
- Review referrals and assess suitability for the service.
- Develop bespoke support packages tailored to the needs of individual young people.
- Calculate and review staffing requirements for placements.
- Assist in developing costed placement proposals and fee structures.
- Monitor placement stability and outcomes.
- Support occupancy management and service growth initiatives.
Financial & Commercial Responsibilities
- Support the preparation and review of placement fees and costings.
- Contribute to invoice preparation and placement reconciliation.
- Monitor resource allocation and service sustainability.
- Assist with budgeting and financial planning activities.
- Identify opportunities to improve operational efficiency and value for money.
- Work collaboratively with Directors to support strategic decision-making.
Partnership Working
- Build strong relationships with local authorities, commissioners, social workers, personal advisers, education providers and partner agencies.
- Represent Potteries Care professionally at meetings and multi-agency forums.
- Support positive working relationships that contribute to occupancy and placement stability.
Essential Experience & Qualifications
Applicants must be able to demonstrate:
- A minimum of two years' experience within the last five years in a role relevant to the residential support of children or adults.
- At least one year's experience in a management, leadership or supervisory role within children's services, supported accommodation, residential childcare or a related setting.
- Experience managing safeguarding concerns involving vulnerable children and young people.
- Experience leading and developing staff teams.
- Experience working alongside local authorities and multi-agency professionals.
- Strong knowledge of safeguarding legislation and good practice.
- Strong organisational, leadership and communication skills.
- Ability to work independently, demonstrate initiative and solve problems effectively.
- Enhanced DBS clearance (or willingness to obtain).
Desirable Experience & Qualifications
- Previous experience as a Registered Service Manager, Registered Manager or Deputy Manager.
- Experience within Ofsted-regulated supported accommodation services.
- Experience preparing for and participating in Ofsted inspections.
- Experience developing placement fee proposals and support packages.
- Experience contributing to budgeting, invoicing or financial management processes.
- Level 5 Diploma in Leadership and Management for Residential Childcare (or equivalent)
- Full UK Driving Licence and access to a vehicle.
