Job Purpose
Yorkshire Health Network (YHN) is a federation of all 16 GP practices within the Harrogate and Rural area of the Humber and North Yorkshire ICB (integrated Care Board).
We are looking for an experienced Head of Operations. Reporting to the Chief Executive Officer, the Head of Operations will work collaboratively alongside other senior leaders within the organisation including the Finance Manager, HR Manager, Clinical Lead and PCN Clinical Directors to ensure that organisational priorities are fully and effectively delivered.
The post holder will be responsible for the leadership, development and performance of all services at YHN while ensuring high-quality patient care, regulatory compliance and service efficiency.

Key Responsibilities
Operational
- Provide management across designated clinical and non-clinical services
- Lead business continuity and risk management planning
- Develop new and existing service operations to improve efficiency and resilience
- Drive and manage change initiatives within operational planning, including core operations, workforce planning and development, and broader service improvement activities
- Identify and deliver efficiency savings and productivity improvements
- Provide direct support to the Operations Management team in delivering YHNs services, overseeing people management processes and ensuring service requirements are met
Quality & Patient Safety
- Ensure compliance with Care Quality Commission (CQC) standards
- Ensure services run safely, efficiently, and in line with agreed standards
- Promote a culture of continuous quality improvement and patient safety
- Oversee incident reporting, investigations, and learning processes
- Manage complaints and reporting
- Support clinical governance frameworks
Team Leadership & Development
- Lead, manage, and develop operational teams and service managers
- Ensure effective communication, 1-2-1s, appraisals, and development pathways
- Support workforce planning and recruitment
- Drive staff engagement and performance management
Strategic Management
- Contribute to organisational strategy and transformation programmes
- Adopt a strategic approach to the development and management of patient services
- Identify opportunities to improve workflows and efficiency through better use of clinical systems
- Develop and maintain effective communication both within member practice, across the PCN and with relevant outside agencies (ICB, NHSE, Hospital Trusts etc.)
Essential Experience
- Significant senior operational management experience
- Experience of performance management including appraisal writing, absence management, staff development and employee relations procedures
- Experience of working with and engaging multiple stakeholders
Essential Qualifications
- Degree or equivalent experience
Other Requirements
- Ability to travel between sites
