The post holder will support the Property Director with the development and implementation of a programme of works to ensure that our operational buildings are compliant with UK ACOP regulations and standards applicable for student accommodation and the workplace.
This will include reviewing existing reports on the condition of our operational buildings, and commissioning further reports as necessary to determine the scope of works needed on the building fabric and mechanical and electrical systems.
The College’s outline 10-year programme of works will need to be reviewed and amended according to priority, having regard to health & safety compliance, accessibility and sustainability objectives.
The post holder will appoint contractors and supporting consultants as necessary to deliver the agreed programme of works, ensuring College policies are followed and the necessary RAMS, and other paperwork is in order. They will then monitor works as they progress on site, ensuring they ae completed to the appropriate standard, with supporting certification and drawings as necessary.
Project Management and Support
- To provide project management for building works: producing schedules and timelines, identifying and managing risks, regularly reporting progress and evaluating success.
- Some larger projects may include the coordination of a project team and have a delegated budget.
- Liaise with internal stakeholders and external contractors as required to ensure projects are programmed around other College activities and are delivered efficiently.
- Support the Property Director with high level project support, contributing to the planning for major building projects while coordinating more modest refurbishments and re-modelling projects directly.
Compliance
- Support the Property Director to ensure that all work undertaken on our buildings is to the correct standard.
- Review condition reports on our buildings so that the College is appraised of non-compliance, risks, budgetary implications and long-term planning to ensure that the College remains safe and legal.
Development

To contribute to the development, implementation and review of strategies for the maintenance/improvement of our buildings to support the College’s aims and objectives.
Financial
- To be responsible to the Property Director for managing existing budgets and to assist with forecasting for future budget setting.
- To maintain effective control of expenditure on buildings projects to achieve optimum financial efficiency and meet targets.
- To conducting negotiations with contractors and suppliers to reach a fair price for projects, works and services.
Sustainability
- To have an awareness of sustainability initiatives relating to construction and repairs work to our buildings, encouraging best practice from our contractors
- Contribute to the planning, implementation and reporting on sustainability initiatives so far as they relate to our buildings in the College to deliver the College’s sustainability action plan.
- To be an active member of the College’s Sustainability Working Group.
Other
- To keep up-to-date with relevant changes in legislation and best practice.
- To be an active member of the Heads of Department meeting and Health and Safety Committee
- To build effective working relationships with similar role holders within the collegiate University and participate in cross college initiatives where relevant.
- To carry out such other functions as from time to time as required by your line manager or senior College Officers, commensurate with the level of this position.
Essential criteria: key skills, knowledge, and experience essential to performing the role:
- Degree/HND in Building Surveying/Construction
- Technical Skills: need to have a good understanding of construction methods, building regulations, and safety standards.
- Communication Skills: effectively with College Officers, contractors, and other professionals. Including the preparation and presentation of reports on progress.
- Analytical Skills: need to analyse data and information to make informed decisions about repairs, maintenance, and improvements.
- Project Management Skills: managing multiple projects from start to finish, ensuring that they are completed on time and within budget.
- Attention to Detail: pay close attention to detail to identify defects and ensure that repairs are carried out correctly.
- Sustainability Knowledge: to be aware of sustainable building practices and how to implement them in work.
- Excellent IT skills, including a high level of competence in Microsoft Office,
- Interpersonal Skills: work well with others, including College Officers, contractors, and other professionals, to ensure successful project outcomes.
- Training and technical knowledge: up to date with Asbestos Awareness, H&S courses and technical construction methods/procurement
- A high level of personal organisation, accuracy and ability to prioritise
- Hold a Full Driving Licence
Desirable criteria: additional skills, knowledge, and experience that would be beneficial:
- Experience of working for a main contractor or multidisciplinary property consultancy
- Legal Knowledge: understand the legal requirements for preserving listed and historic buildings.
- Experience of working in a College or other similar Higher Education institution
